4/10/00 <br />1. This Council does hereby urge the CPUC to expedite the <br />undergrounding program, with a Statewide goal for complete conversion of <br />overhead to underground utilities in urban and suburban areas within twenty -five <br />(25) years from January 1, 2001, and to authorize local jurisdictions to implement <br />completion within that period. <br />2. This Council hereby further urges the CPUC to provide, as a <br />fundamental principle, local authority for establishment undergrounding districts <br />that maximize continuity thereof in accordance with locally determined priorities. <br />3. This Council hereby further urges the CPUC, in pursuance of its <br />rulemaking authority, to: (a) acknowledge that the aforesaid priorities shall <br />include, but not be limited to, considerations of public safety, service reliability, <br />economic development, and aesthetics; (b) identify ways to increase significantly <br />undergrounding funds and ensure that funds are spent in a timely and cost - <br />effective fashion using state -of- the -art designs and construction practices; (c) <br />ensure significant improvement in utility administration of the undergrounding <br />program to avoid delay in the installation of underground facilities; (d) require <br />utilities to disclose the historic use of Rule 20 funds to each local jurisdiction and <br />allow jurisdictions to recapture any unused funds from the Statewide pool and /or <br />their past allocations, and (e) require such utilities annually to report the <br />expenditure for each district in each local jurisdiction to the CPUC and each such <br />jurisdiction. <br />Reso 859 2 13874 <br />FlsharedVedwooMcouncil <br />DES:rg <br />04/05/00 <br />
