— 5/8/00 <br />0RI6.INAL <br />RESOLUTION NO. 13896 <br />RESOLUTION APPROVING CONSOLIDATED PLAN (2000 -2005) AND <br />APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT <br />BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS); <br />CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN <br />PARTICIPATION PLAN; AND AUTHORIZING EXECUTION AND FILING OF <br />ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2000 - 2001) <br />WHEREAS, the Community Development Block Grant Program authorized pursuant to <br />Title I of the Housing and Community Development Act of 974, (P.L. 93 -383), as amended ( "the <br />Act'), requires that jurisdictions receiving federal funds develop a Consolidated Plan and <br />provide for the issuance of grants in order to attain the objective of the development of viable <br />urban Communities, by providing decent housing and a suitable living environment and <br />expanding economic opportunities, principally for persons of low or moderate income; and <br />WHEREAS, there has been presented to, and reviewed by this Council, a Consolidated <br />Plan and an application to the United States Department of Housing and Urban Development <br />for a Community Development Block Grant in the amount of approximately Nine Hundred and <br />Forty Six Hundred Thousand ($946,000) and HOME Investment Partnership funds in the <br />amount of Three Hundred Ninety Thousand ($399,000) for the period of July 1, 2000 through <br />June 30, 2001; and <br />WHEREAS, there has been prepared by the Director of Community Development a <br />Notice of Detemination determining that the proposed Community Development Block Grant <br />Program and approval of the Consolidated Plan, as set forth in the aforesaid application, is <br />exempt from the requirements of NEPA and CEQA as ministerial project and does not have a <br />significant effect on the environment, and a notice of such determination has been filed with the <br />County Clerk of San Mateo County; and <br />Sh/city/cowcil <br />Reso-878.doc <br />FXS /fs <br />04/27/00 <br />
