usage. <br />2. To the extent independent actions by the SFPUC can accomplish these <br />objectives, this Council hereby urges the SFPUC to undertake them immediately and to <br />pursue them diligently to completion; <br />3. To the extent accomplishment of these objectives requires agreements <br />between the City and County of San Francisco and its wholesale customers, this <br />Council hereby urges the SFPUC promptly to begin formal discussions with the Bay <br />Area Water Users Association, which represents this City's interests, and to pursue <br />negotiations in good faith so that mutual and reciprocal commitments of both the City <br />and County of San Francisco and its wholesale customers can be incorporated into <br />durable and enforceable contracts under which the public interest and necessity of all <br />parties shall be protected and satisfied. <br />4.
