aforesaid application, is exempt from the requirements of NEPA and CEQA as <br />ministerial project and does not have a significant effect on the environment, and a <br />notice of such determination has been filed with the County Clerk of San Mateo County; <br />and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Citizen Participation Plan as part of the process for determining how the <br />grant funds herein referenced will be used, and <br />WHEREAS, this Council desires to approve the aforementioned Action Plan and <br />application for a Community Development Block Grant and HOME Grant and to <br />authorize the execution of all documents pertaining thereto, including all understandings <br />and assurances connected therewith; <br />NOW, THEREFORE; <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS <br />FOLLOWS: <br />1. That certain Action Plan and application prepared for submission to the United <br />States Department of Housing and Urban Development for a Community Development <br />Block Grant pursuant to Title I of the Housing and Community Development Act of <br />1974, copies of which application Consolidated Plan are on file in the office of the <br />Community Development Services Department of the City of Redwood City, to which <br />copies reference is hereby made for full particulars thereof, is hereby approved. <br />2. This Council does hereby certify that the City of Redwood City has followed <br />its adopted Citizen Participation Plan as required by Section 104(a) of the Act. <br />3.
