aforesaid application, is exempt from the requirements of NEPA and CEQA as ministerial project and does not have a significant effect on the environment, and a notice of such determination has been filed with the County Clerk of San Mateo County; and WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City has followed its Citizen Participation Plan as part of the process for determining how the grant funds herein referenced will be used, and WHEREAS, this Council desires to approve the aforementioned Action Plan and application for a Community Development Block Grant and HOME Grant and to authorize the execution of all documents pertaining thereto, including all understandings and assurances connected therewith; NOW, THEREFORE; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. That certain Action Plan and application prepared for submission to the United States Department of Housing and Urban Development for a Community Development Block Grant pursuant to Title I of the Housing and Community Development Act of 1974, copies of which application Consolidated Plan are on file in the office of the Community Development Services Department of the City of Redwood City, to which copies reference is hereby made for full particulars thereof, is hereby approved. 2. This Council does hereby certify that the City of Redwood City has followed its adopted Citizen Participation Plan as required by Section 104(a) of the Act. 3.
