Application, is exempt from the requirements of NEPA and CEQA as a ministerial <br />project and does not have a significant effect on the environment, and a notice of such <br />determination has been filed with the County Clerk of San Mateo County; and <br />WHEREAS, an Executive Summary and a 30 -day Request for Citizen Comments <br />on the draft plan have been published for citizen comment prior to forwarding the <br />documents to Council for approval; and <br />WHEREAS, the Housing and Human Concerns Committee completed funding <br />recommendations for CDBG and HOME on March 7 and approved the final Action Plan <br />on March 26; and <br />WHEREAS, the Planning Commission reviewed the capital projects included in <br />the Action Plan on April 2 and concurred that the activities conform to the City's General <br />Plan; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Citizen Participation Plan as part of the process for determining how the <br />grant funds herein referenced will be used, and <br />WHEREAS, prior to the public hearing regarding the Action Plan, the Application <br />for a Community Development Block Grant and HOME Grant, Mayor Richard Claire <br />declared that he had a potential common law conflict of interest with respect to the <br />Canada College Small Business Center Micro Business Enterprise Technical <br />Assistance Program, and asked that the matter be severed and heard separately; and <br />WHEREAS, the Council then held a public hearing as to all matters included in <br />the staff report dated May 6, 2002, save and except for the Canada College matter; and <br />WHEREAS, with the exception of the Canada College Small Business Center <br />Micro Business Enterprise Technical Assistance Program, this Council desires to <br />F:Atty/Reso /Reso.1303 <br />050802 <br />2 <br />14440 <br />
