Section 3. The City Council further finds with respect to the sale of the <br />Parcels, as set forth in the DDA, that the consideration to be paid for the Parcels is not <br />less than the fair reuse value at the use and with the covenants and conditions and <br />development costs authorized by the DDA and in accordance with the Redevelopment <br />Plan. This finding is based on the facts and analysis set forth in the Agency report <br />prepared pursuant to Health and Safety Code Section 33433, approved concurrently <br />herewith. <br />Section 4. The City Council hereby finds and determines that the sale of the <br />Parcels pursuant to the DDA will assist in the elimination of blight in the Project Area. <br />This finding and determination is based upon the reasons contained in the Agency's <br />Report prepared pursuant to Health and Safety Code Section 33433. <br />Section 5. The City Council hereby finds and determines that the private <br />improvements and the Public Parking Facility are structurally so integrated and <br />interrelated that it would be uneconomic and impracticable to competitively bid the <br />Public Parking Facility. <br />F:Atty /Reso /Reso.1351 <br />121002 3 <br />1AAA7 <br />
