O R I G I N A L — 4/14/03 <br />RESOLUTION NO. 14521 <br />RESOLUTION SUPPORTING ASSEMBLY BILL 1546, AUTHORIZING <br />THE CITY /COUNTY ASSOCIATION OF GOVERNMENTS TO <br />INCREASE THE VEHICLE LICENSE FEE WITHIN SAN MATEO <br />COUNTY TO PROVIDE FUNDING FOR CONGESTION MANAGEMENT <br />PROGRAMS AND STORM WATER POLLUTION PREVENTION <br />PROGRAM <br />WHEREAS, the City /County Association of Governments (C /CAG) operates with <br />the purpose of providing a cooperative, cost - effective means of responding to <br />Countywide planning mandates from the State, and of providing a forum for agencies to <br />work together on common issues; and <br />WHEREAS, the City of Redwood City is a continuing and active member of <br />C /CAG; and <br />WHEREAS, in keeping with its mission and purpose, C /CAG is sponsoring <br />Assembly Bill 1546, authored by Assemblyman Joseph Simitian, which, if passed by the <br />legislature and signed into law by the Governor, will authorize C /CAG to increase the <br />vehicle registration fee in San Mateo County by $4; and <br />WHEREAS, this fee, estimated to generate $2.8 million annually, would be used <br />by C /CAG to establish a pilot program for the purpose of implementing a range of traffic <br />congestion relief and management programs throughout San Mateo County, including <br />increasing shuttle services, implementing 'intelligent' transportation systems such as <br />signal improvements, providing more bicycle and pedestrian facilities and park- and -ride <br />lots, and enhancing the Countywide transit network; and <br />WHEREAS, these funds would further be utilized to support Countywide efforts <br />to manage storm water pollution, and provide grants to cities and the County for locally- <br />F:Atty /Reso /Reso.1384 <br />03/26/03 <br />
