A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE KAISER PERMANENTE REDWOOD CITY MEDICAL CENTER MASTER PLAN PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED

• To provide a new, state -of- the -art inpatient facility for Kaiser <br />Permanente members in the Redwood City area by <br />replacing existing technology and equipment in a practical <br />and cost effective manner. <br />• To consolidate most of Kaiser Permanente's Redwood City <br />treatment and support functions at a single Medical Center <br />location. <br />To provide facilities to meet changing health care demands <br />and practices. <br />• To replace the inpatient facility at the Redwood City Hospital <br />in accordance with SB 1953 in order to create a new, <br />seismically safe, inpatient medical facility for Kaiser <br />Permanente members and the Redwood City community. <br />• To provide the functional and operational relationship and <br />adjacencies paramount for delivery of quality care. These <br />relationships and adjacencies are based on the need for <br />collaboration and coordination of multiple teams of <br />specialists, to provide the quality outcome necessary to <br />patients in critical conditions and save their lives. <br />• To maintain Kaiser's Redwood City Hospital at its present <br />regional location, where it serves an important role as a <br />resource for Kaiser Permanente members and to the <br />Redwood City community. <br />To provide a campus which is compatible with Redwood <br />City's objectives and design guidelines for the downtown <br />area. <br />To provide a campus environment that is easy to negotiate <br />for both pedestrians and vehicles, by creating open spaces <br />and pedestrian walkways with clearly recognizable <br />destination points, building entrances, landmarks, and street <br />crossings to orient people to Medical Center programs. <br />• To provide a minimum project footprint of 140,000 square <br />feet. <br />To establish a central downtown public gathering space that <br />serves as a focal point for the community; <br />• To create and define an accessible, safe, attractive and <br />convenient downtown; and <br />
