Alternative would have a more adverse impact on the intersection of Maple <br />Street and Marshall Street than the Project. Under cumulative conditions with <br />the Walnut Street Closure Alternative, the intersection would operate at <br />unacceptable levels during the PM peak hour. <br />In addition, the City is unlikely to be able to make the findings <br />necessary to authorize the closure of Walnut Street, because Walnut Street is <br />part of the City's downtown street system, and closure of a portion of the <br />downtown street system for the benefit of a private party to the detriment of the <br />larger public good is generally not warranted. <br />The impact of the Walnut Street Closure Alternative on air quality, <br />noise, hazardous materials, population and housing, public services, and utilities <br />and service systems would be the same as the impact of the Project. <br />Based on the foregoing, the City finds that, on balance, the Project <br />is preferable to the Walnut Street Closure Alternative and that the Walnut Street <br />Closure Alternative is not a feasible alternative to the Project as that term is <br />defined in CEQA. <br />III. REDWOOD CITY PREFERRED ALTERNATIVE <br />Description of Alternative: The general layout of the Medical <br />Center campus under the Redwood City Preferred Alternative is similar to that of <br />the proposed project. The replacement Hospital and MOBs would contain the <br />same amount of floor space under this alternative as under the proposed project. <br />The Redwood City Preferred Alternative would not have exact footprint or <br />building width requirements for any buildings at the campus. However, parking <br />structures would not be constructed taller than the adjacent MOB or Hospital and <br />could require partial undergrounding. Active building space would occupy <br />prominent corner parcels and parking structures would be located mid -block <br />behind active building space. <br />Major differences between this alternative and the proposed project <br />include the size of the campus plaza area, the location of Parking Structure B, <br />and the use of the site currently proposed for Parking Structure B. Under this <br />alternative, Parking Structure B would be located to the west of the replacement <br />Hospital where the proposed project would include an expanded plaza area <br />along Veterans Boulevard. This plaza is also an area for potential future <br />expansion of the replacement Hospital with the proposed project. The Redwood <br />City Preferred Alternative proposes a mixed -use building at the Main Street <br />gateway site. <br />Finding: The Redwood City Preferred Alternative was developed <br />to promote the objective of siting and designing campus buildings to more closely <br />adhere to the goals of the draft Downtown Area Plan. In particular, the Redwood <br />` City Preferred Alternative proposes a mixed -use building at the Main Street <br />
