RESOLUTION NO. 14566 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY ADOPTING THE SAN MATEO COUNTYWIDE <br />STORMWATER POLLUTION PREVENTION PROGRAM <br />INTEGRATED PEST MANAGEMENT POLICY FOR THE CITY OF <br />REDWOOD CITY <br />WHEREAS, the Environmental Protection Agency, under the 1987 <br />amendments to the Federal Clean Water Act, imposed regulations mandating local <br />governments control and reduce the amount of stormwater pollutant runoff into <br />receiving waters; and <br />WHEREAS, under the authority of California Porter - Cologne Water Quality <br />Control Act, the State Water Resources Control Board delegated authority to the <br />Regional Water Quality Control Boards to invoke permitting requirements upon <br />counties and cities; and <br />WHEREAS, in July 1991, the San Francisco Bay Regional Water Quality <br />Control Board (the "Board ") notified San Mateo County of the requirement to <br />submit a National Pollutant Discharge Elimination System ( NPDES) Permit <br />Application by November 30, 1992; and <br />WHEREAS, in furtherance of the NPDES Permit process, San Mateo <br />County, in conjunction with all incorporated cities in San Mateo County, prepared <br />the San Mateo Countywide Stormwater Management Plan (the "1998 Plan "); and <br />WHEREAS, the 1998 Plan was submitted to the Board, approved by the <br />Board and made part of NPDES Permit CA 0029921, issued in 1998 and <br />remaining in effect through 2003; and <br />WHEREAS, the City of Redwood City (the "City ") accepted, adopted, and <br />committed to implement the 1998 Plan and the renewal application and the 1998 <br />Plan was submitted to the Board on March 18, 1998; and <br />WHEREAS, the Board, after a public hearing, approved the Renewed <br />NPDES Permit CAS0029921, effective July 21, 1999 and which expires July 20, <br />2004; and <br />WHEREAS, the 1998 Plan includes a Pesticide Management Plan and <br />performance standards for pesticide usage and integrated pest management. A <br />component of these standards is the adoption by all member agencies of an <br />Integrated Pest Management policy and /or ordinance requiring integrated pest <br />management techniques in municipal operations; and <br />Atty /Reso /Reso.1438 <br />112003 14566 <br />
