Cumulative (2020) Impact on Eastbound SR 84, Willow Road to <br />University Avenue and University Avenue to the County Line <br />Segments — PM Peak Hour <br />Potential Impact: By 2020, assuming the addition of traffic generated by <br />all other approved and pending projects in the vicinity, the Project is expected to <br />increase traffic volumes by more than one percent of capacity on Eastbound SR 84, <br />Willow Road to University Avenue and University to County Line segments, during the <br />PM peak hour, a period during which traffic volume would already be expected to <br />exceed capacity on these segments even absent the addition of Project - generated <br />traffic (Impact 7 -27). <br />Mitigation: The project applicant shall design and implement a <br />comprehensive TDM program meeting the criteria set forth in Mitigation 7 -2 (Mitigation <br />7 -27). <br />Findings: Mitigation 7 -27 is feasible and will help to partially mitigate <br />Impact 7 -27. However, mitigation of this impact to a less- than - significant level would <br />require the addition of another eastbound through lane to these freeway segments, <br />which is not feasible because this freeway widening would require multiple approvals <br />from multiple jurisdictions beyond the authority of the City and would require resources <br />beyond the capacity of any individual development project or the City. Therefore, the <br />cumulative impact described above is significant and unavoidable. <br />V. BIOLOGICAL RESOURCES <br />A. Steelhead and Chinook Salmon <br />Potential Impact: The Project would fill approximately 10 acres of <br />estuarine habitat for listed species of steelhead and Chinook salmon, and construction <br />activity could cause increased water turbidity, contaminant release, noise and <br />underwater shock waves within such habitat (Impact 8 -1). <br />Mitigation: The Project would be required to obtain a Section 404 permit <br />from the Army Corps of Engineers and a section 401 permit from the Regional Water <br />Quality Control Board, and may be required to obtain a Streambed Alteration <br />Agreement from the California Department of Fish and Game, and would be required to <br />comply with all conditions of those permits /agreements (Mitigation 8 -5). The conditions <br />would include a Habitat Mitigation and Monitoring Plan approved by all necessary <br />agencies, and the HMMP would include a plan to replace or otherwise mitigate the loss <br />of estuarine habitat. The HMMP would also include measures specified in Mitigation <br />Measure 8 -1, concerning silt, turbidity, dust, dredging and pile driving. <br />Findings: Obtaining of the specified permits and implementation of the <br />HMMP would reduce the potential impact of loss of estuarine habitat and disturbance of <br />habitat for protected steelhead and Chinook salmon species, otherwise potentially <br />1289 \02 \179278.2 20 <br />Atty /Reso /Reso.1470 14590 <br />060804 Muff # 304 Bin 26 <br />
