06/07/2004
Mitigation: Prior to City approval of any tentative map or development
agreement for the Project, the City shall purchase from the SBSA the dry weather
treatment capacity necessary to accommodate the projected net increase in sewage
generated by the Project; the project applicant shall reimburse the City for the costs
associated with such purchase. In order to mitigate the limited transmission capacity
from the Project site to the SBSA treatment plant, the project applicant will be required
to upgrade the influent lifting station at the treatment plant and upgrade the treatment
plant itself as necessary, as well as implement one of three design solutions set forth in
Mitigation 10 -2.
Findings: The mitigation measure identified above is feasible and would
reduce the potentially significant environmental impact described above to a less -than-
significant level.
C. Police Service
Potential Impact: The Project will generate a need for up to
approximately four additional sworn police officers (Impact 10 -3). While this would not
be expected to generate an adverse impact on the physical environment, it is within the
scope of the FEIR's analysis.
Mitigation: The Redwood City Police Department shall review and revise
its staffing policies to accommodate the service needs generated by the Project. For
each City- approved development at the Project, the City shall withhold approval of
Certificates of Occupancy unless and until it is determined that adequate police
protection can be provided and normal City service standards maintained prior to
occupancy. In addition, Project development plans shall be subject to review by the
Redwood City Police Department to identify specific design measures that may be
warranted to reduce the potential for criminal activity (Mitigation 10 -3).
Findings: The mitigation measures described above are feasible and
would reduce the Project - related increases in police service demands to a less -than-
significant level.
D. Emergency Responses and Evacuation Impacts
Potential Impact: Project - related traffic would add to traffic congestion
on Bair Island Road, East Bayshore Road, and other local roadways, possibly delaying
emergency response and limiting the Police Department's ability to evacuate the Project
vicinity safely during an emergency or major disaster (Impact 10 -4). While emergency
response and evacuation effects themselves would not be expected to generate an
adverse impact on the physical environment, these impacts are within the scope of the
FEIR's analysis.
Mitigation: The Project will be required to implement mitigation measures
identified in chapter 7 of the FEIR to reduce Project - related traffic impacts on Bair Island
Road, East Bayshore Road, and other local roads to less- than - significant levels. In
addition, prior to tentative subdivision map approval for the Project, the project applicant
1289 \02 \179278.2 27
Atty /Reso /Reso.1470 14590
060804 Muff # 304 Bin 26
