If the City determines that such project description changes or changes in the project circumstances do require major revisions to the certified EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of one or more EIR - identified significant effects, the City shall prepare a Subsequent EIR or Supplement to the EIR pursuant to CEQA Guidelines sections 15162 or 15163, respectively. 3. FUTURE CHANGES IN MITIGATIONS Over the anticipated ten or more years of project implementation, alternatives or revisions to EIR- identified mitigations may be identified for EIR- identified significant environmental effects. If the City determines that the identified alternative or revised mitigation measure represents a measure which was previously found to be infeasible or is otherwise considerably different from the measure analyzed in the certified EIR, but would nevertheless adequately mitigate one or more EIR- identified significant effects of the project, and is agreed upon by the project proponent (i.e., incorporated into the project), the City shall prepare an Addendum to the EIR, pursuant to CEQA Guidelines section 15164, briefly describing the mitigation change and this determination. If the City determines that a mitigation measure previously found not to be feasible would in fact be feasible or is otherwise considerably different from the measure analyzed in the certified Final EIR, but would nevertheless adequately mitigate one or more EIR- identified significant effects of the project, but is not agreed upon by the project proponent (i.e., the project proponent declines to adopt the revised mitigation measure), the City shall prepare a supplement to the EIR, or a subsequent EIR, describing (requiring) the change, pursuant to CEQA Guidelines sections 15163 or 15162, respectively.
