Monitoring and Timing Signature Date <br />(CONDITION OF APPROVAL) Entity Action Verification Entity I Requirements <br />represent a potentially significant land use <br />compatibility impact. <br />Impact 4 -1a: Project Compatibility with <br />Existing Industrial Uses and San Carlos <br />Airport Flight Operations. The proposed <br />project would be located in the vicinity of <br />existing, extended -hour heavy commercial <br />and industrial uses in the Bair Island <br />Road/Seaport Boulevard/Port of Redwood <br />City area, as well as below existing San <br />Carlos Airport flight operations. Activities <br />associated with the existing heavy commercial <br />and industrial uses in the area (e.g., asphalt <br />batch plant, concrete ready mix batch plant, <br />heavy equipment yards, metal recycling <br />operations) present potential incompatibilities <br />with the proposed residential component of <br />the project, including possible visual impacts <br />(light intrusion and glare, visual distraction), <br />traffic conflicts, noise and vibration, air quality <br />(especially dust), and City land use policy <br />regarding compatibility between future uses <br />and existing heavy commercial and industrial <br />uses in the area. Each of these environmental <br />issues has been individually evaluated and <br />discussed in the EIR, including in chapters 4 <br />(Land Use), 5 (Visual Factors), 7 <br />(Transportation and Circulation), 13 (Noise), <br />and 15 (Air Quality). Similarly, potential <br />impacts on the proposed project associated <br />with San Carlos Airport overflights have been <br />evaluated and discussed in EIR chapter 13 <br />(Noise). <br />Mitigation 4 -1a. To inform potential project <br />residents of the existing heavy commercial <br />and industrial activities in the Bair Island <br />Road/Seaport Boulevard/Port of Redwood <br />City area, flight operations from San Carlos <br />Airport, and possible perceptions of <br />associated nuisance characteristics, the <br />EIR authors recommend that the City <br />establish, as a condition of project approval, <br />a requirement, formulated to run with the <br />project property title, that: (1) prospective <br />project residents (including prospective <br />purchasers and tenants) of all project <br />residential units shall be notified in writing by <br />the seller or person offering a unit for rent <br />that there are existing extended -hour, heavy <br />commercial and industrial activities in the <br />area, as well as airport flight operations <br />associated with San Carlos Airport, that <br />may have perceived daytime and nighttime <br />visual, traffic, noise/vibration, and/or air <br />quality - related nuisance effects; and (2) this <br />written disclosure shall be included in the <br />sale and rental agreement materials to be <br />signed by the prospective project residents. <br />This disclosure document would require the <br />buyer's /tenant's initials and <br />acknowledgment, and the same disclosure <br />language would also be included in the <br />property Covenants, Conditions, and <br />Restrictions (CC &Rs). <br />Applicant <br />Provide notification City <br />in sale and rental <br />agreement <br />materials. <br />Prior to project <br />occupancy <br />The EIR concludes that, based on factors of <br />distance and separation, industrial traffic <br />patterns, prevailing winds, and applicable <br />noise attenuation requirements, such impacts <br />would be less - than - significant. <br />Nevertheless, the introduction of multi -story <br />residences in the vicinity of existing heavy <br />commercial and industrial activities in the Bair <br />Island Road/Seaport Boulevard/Port of <br />Legend.
