IDENTIFIED IMPACT <br />adverse on native vegetation and special - <br />status wildlife in the area. Special- status <br />wildlife species known from the area, such as <br />California clapper rail and salt marsh harvest <br />mouse, are dependent on native salt marsh <br />vegetation and adjacent upland areas. <br />Displacement of native vegetation by invasive <br />non - native species would adversely impact <br />habitat for these and other special- status <br />wildlife species. In a preliminary landscape <br />plan supplied by the project architect, the <br />project proposes to landscape the site with <br />non- native plants that include seven species <br />that have the potential and one species that is <br />known to vigorously invade and displace <br />native plants. Use of these plants in <br />landscaping would therefore present a <br />potentially significant impact. <br />HYDROLOGY AND WATER QUALITY <br />Impact 9 -1: Temporary Soil Erosion <br />Increase and Sedimentation Impacts <br />During Project Construction. Project filling, <br />grading, and removal of vegetative cover <br />would cause disturbance of watershed lands <br />and would wpose large areas of bared soil <br />surface to erosion with the potential for <br />attendant downstream sedimentation in both <br />the on -site marinas and Redwood Creek. <br />This is considered a potentially significant <br />Impact. <br />RELATED MITIGATION MEASURE <br />(CONDITION OF APPROVAL) <br />Additions /substitutions to the landscape plan <br />plant list shall be subject to City approval. <br />Mitigation 9 -1: In accordance with National <br />Pollution Discharge Elimination System <br />( NPDES) regulations, require the project <br />applicant to file a Notice of Intent with the <br />State Water Resources Control Board <br />(SW RCB), Division of Water Quality. The <br />filing shall include a description of erosion <br />control and stormwater treatment measures <br />to be implemented during (including Start at <br />the Source measures) and following project <br />construction, as well as a schedule for <br />monitoring of performance. These <br />measures are referred to as Best <br />Management Practices (BMPs) for the <br />control of point and non -point source <br />pollutants in stormwater and constitute the <br />Stormwater Pollution Prevention Plan <br />(SWPPP). Project grading shall not <br />commence (no grading permit shall be <br />issued by the City) until an NPDES permit is <br />issued, demonstrating that project erosion <br />control and stormwater treatment measures, <br />including the project SW PPP, meet SWRCB <br />Legend.
