C. Calculation of the Application Deposit <br />The amount of the deposit required under Section A above shall be <br />determined by the Planning Director or his/her designee and shall be the total <br />amount produced by adding sub - paragraphs 1 through 4 below <br />1. An estimate of the cost for the time of any and all City staff to review <br />the project or application, including time spent supervising or <br />reviewing the work of any consultants or contract planners hired to <br />process the application. The cost of time for each City staff person <br />shall be calculated using the methodology detailed in the preceding <br />definition of Billing Rate. This Billing Rate shall be reviewed annually <br />by City Council and the Finance and Financial Planning Director shall <br />recommend adjustments to Council as s/he deems appropriate. <br />2. If the Planning Director determines that the project requires the use of <br />a consultant, special legal counsel and /or a contract planner, the <br />deposit will include either the amount of a proposal from a consultant, <br />special legal counsel and /or contract planner or a reasonable estimate <br />of the cost for the services of a consultant, special legal counsel and /or <br />contract planner during the Project Review Period. <br />3. Estimated City costs associated with legal advertising required for the <br />project. <br />4. A contingency factor of fifteen percent (15 %) of the total of sections C. <br />1. 2. and 3. above. <br />D. Process <br />1. Conceptual Design Plan <br />When a proponent for a major project first contacts staff, the planner will <br />determine if the proposed project meets the definition of Major Project. If the <br />project is a Major Project as defined by this Policy, the applicant will be <br />required to file a Conceptual Design Plan for the project with the Planning <br />Division. The project proponent shall submit the Initial Deposit. Staff <br />involved in the PRC review shall bill actual time spent on the project at the <br />Billing Rates in existence at the time of the work performed. <br />2. Notice of Application Deposit <br />Based upon the facts presented in the Conceptual Design Plan, the Planning <br />Director or his /her designee shall, within twenty (20) working days of <br />PLG /CostRecovery 3 <br />091604/DBB /cis <br />
