A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING THE COST RECOVERY POLICY FOR THE PROCESSING OF PLANNING RELATED APPLICATIONS FOR MAJOR PROJECTS TO REDUCE THE HOURLY BILLING RATE; AND TO EXEMPT THEREFROM: SINGLE FAMILY HOME ADDITIONS OR ALTERATIONS; AND CONSTRUCTION OF A SINGLE FAMILY HOME THAT IS NOT PART OF A LARGER SUBDIVISION OR DEVELOPMENT APPLICATION ON A LOT OF ONE QUARTER (114) ACRE (10, 890 SQUARE FEET) OR MORE OF LAND.

01/24/2005 <br />"Conceptual Design Plan" A document or set of documents that will include <br />sufficient information for City staff to be able to determine the general location of <br />buildings, roads, parking, open space areas, pedestrian walkways and <br />driveways. The Conceptual Design Plan will not constitute a formal application <br />but will be used by the City staff to aid the applicant to prepare a complete <br />application and enable staff to calculate the Application Deposit. <br />"Current Planner" Any planner in Current Planning. <br />"Current Planning" The group of staff working on processing applications from <br />the public and who charge time to account number 150 -63210 and not to account <br />number 150 -63320 (Strategic or long -range planning). <br />"General Fund" The City General Fund, denoted in the City financial records by <br />the fund prefix 150. <br />"Initial Deposit" The amount required to be submitted with the Conceptual <br />Design Plan to cover the City's costs for pre - application costs associated with <br />review by the City's Plan Review Committee ( "PRC "). As of September 27, <br />2004, the required Initial Deposit is $5,000. The Initial Deposit will be reviewed at <br />least annually by City Council during the adoption of the Annual City budget. <br />"Major Project" Any project of one quarter (1/4) acre (10,890 square feet) or <br />more of land. <br />"Project Review Period" That period of time beginning with the applicant's first <br />contact with City staff, either by telephone or in person and ending thirty (30) <br />days after the final discretionary approval of the project or thirty (30) days after <br />the date of any decision on a final appeal of the project, whichever is the later. <br />C. Calculation of the Application Deposit. <br />The amount of the deposit required under Section A above shall be determined <br />by the Planning Director or his /her designee and shall be the total amount <br />produced by adding sub - paragraphs 1 through 4 below. <br />An estimate of the cost for the time of any and all City staff to review the <br />project or application, including time spent supervising or reviewing the <br />work of any consultants or contract planners hired to process the <br />application. The cost of time for each City staff person shall be calculated <br />using the methodology detailed in the preceding definition of Billing Rate. <br />This Billing Rate shall be reviewed annually by City Council; the Finance <br />Director and the Planning Director shall recommend adjustments to <br />Council as they deem appropriate. <br />Afty /Reso /Reso.1509 14622 <br />011305 4 Muff # 301 <br />
