4/25/2005 <br />ORIGINAL <br />RESOLUTION NO. 14639 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br />MEASURES, ADOPTING MITIGATION MONITORING AND <br />REPORTING EFFORTS, MAKING FINDINGS CONCERNING <br />ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING <br />CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT FOR THE COURTHOUSE FAQADE <br />RECONSTRUCTION AND PLAZA PROJECT FOR WHICH AN <br />ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED. <br />WHEREAS, the reconstruction of the original Courthouse facade and creation of <br />a civic plaza has been a long- standing goal and desire of the City of Redwood City <br />( "City ") which can only be achieved by the removal of the South Annex of the <br />Courthouse, as identified in the 1989 Historic Element of the Redwood City General <br />Plan as well as the original 1977 National Register of Historic Places ( "National <br />Register') nomination for the site (the "South Annex "); and <br />WHEREAS, the City has held a series of public meetings and community <br />workshops on urban design issues related to the reconstruction of the fagade and <br />creation of a civic plaza which have evidenced public support for the endeavors; and <br />WHEREAS, the City has prepared a Final Environmental Impact Report ( "FEIR ") <br />focusing on the significant environmental impacts to Cultural Resources, from the <br />Agreement with San Mateo County related to the use of the County Courthouse <br />complex by the City; the demolition of the South Annex; the reconstruction of the 1910 <br />Courthouse Broadway fagade, including portico and steps; and, the establishment of a <br />Courthouse Plaza (the "Project "); and <br />WHEREAS, on January 18, 2005, after a duly noticed public hearing and an <br />independent review of the FEIR, the Planning Commission of the City certified, by <br />recorded vote, that the FEIR was completed in accordance with the requirements of the <br />California Environmental Quality Act ( "CEQX) and state and local guidelines and <br />reflected the independent judgment of the City; and <br />WHEREAS, CEQA requires that, in connection with the approval of a project for <br />which an EIR has been prepared and which identifies one or more significant <br />environmental effects, the decision - making agency make certain findings regarding <br />those effects; <br />Afty /Reso /Reso.1530 14639 <br />042005 1 Muff # 301 <br />
