REDWOOD CITY PREFERRED ALTERNATIVE ( #3) <br />Description of Alternative: The "reconstruction" of the Courthouse facade and <br />new <br />Plaza design: <br />The proposal involves restoring the Courthouse facade to its original <br />appearance by reconstructing the entrance columned portico and steps. <br />Specific elements of the Courthouse are to be reconstructed to closely <br />resemble their 1910 appearance and location. A description of the <br />preferred alternative plaza design follows discussion of the facade <br />reconstruction. An estimated 90% of the South facade is intact despite the <br />removal and 1939 construction of the South Annex. The remaining <br />features are enumerated in the exterior character - defining matrix located <br />in Section X of the FEIR. <br />Under this alternative, the proposed concept for the Plaza re- design is not <br />intended to implement original plans (that were not executed) or reconstruct the <br />Courthouse Plaza of 1910. The concept is to provide clear unobstructed views of the <br />Theater (also listed on the National Register), which faces the Courthouse across the <br />Plaza. Like the original concept, the Courthouse Plaza will have a central open space <br />thereby returning the spatial relationship between the Theater and the Courthouse <br />during the period of significance. <br />This central open space area will be paved with a geometric paving pattern <br />design centralized around a star ornament inspired by the star shape motif found <br />throughout the Courthouse. Two low pavilions will flank the central open space and <br />enhance the classical vocabulary of the setting. The transparency of the glass /metal <br />grid work of the Courthouse dome is repeated in the pavilions, and the roof shape and <br />materials recall the glass skylight of Courtroom "K. The proposed pavilions contain <br />arches that echo the main arched windows of the Courthouse facade. The Doric <br />columns, which support the pavilions, are reminiscent of the Doric columns found on the <br />dome cupola. The pilasters at the corner of the pavilions are of the same order as the <br />pilasters of the Courthouse. <br />A series of ornamental fountain bowls will crown the inside edge of fountain <br />basins which run parallel to the pavilions, the designs of the bowls are reminiscent of <br />the original fountain bowl designs. The curve -ends of the fountains are similar to the <br />benches in the original architectural plans but do not duplicate their design. A formal <br />row of palm trees will reference the palm trees that were planted in front of this building <br />during the period of significance but were removed for the construction of the annex. <br />The whole assembly will be constructed of materials, colors and textures that are <br />compatible to the Courthouse building. <br />Findings: This alternative would restore the Courthouse facade to its original <br />appearance by reconstructing the entrance columned portico and steps and provide a <br />Atty /Reso /Reso.1530 14639 <br />042005 10 Muff # 301 <br />
