EXHIBIT A <br />FINDINGS, RECOMMENDATIONS, MITIGATION MEASURES AND <br />MONITORING EFFORTS ON THE COURTHOUSE FACADE <br />RECONSTRUCTION AND PLAZA PROJECT EIR <br />Under the Project, as defined in the FEIR as the "Preferred Alternative" ( #3), <br />reconstruction of the Historic Courthouse and development of Courthouse Plaza would <br />cause no significant unmitigatable impacts or potential impacts other than in the <br />"Cultural Resources" category. As provided for in the CEQA guidelines, the City used <br />an initial study to help focus the FEIR on the Project's significant environmental impacts. <br />The impacts that were identified as insignificant did not require further review and were <br />therefore not addressed. The FEIR constitutes a focused EIR on Cultural Resources <br />impacts, as supported by evidence in the record. <br />Along with providing findings relating to the Project's environmental impacts, this <br />exhibit details mitigation monitoring and reporting efforts for the Project. At this time, <br />certain mitigation measures listed below have already been addressed and the Project <br />plans and construction documents revised accordingly. The implementation of the <br />mitigation efforts will be monitored and recorded by Redwood City Planning staff ( "staff') <br />during Project development. Once the Project is completed, staff will prepare a <br />mitigation and monitoring report for the Redwood City Planning Commission <br />documenting the status of each mitigation measure and, if applicable, explain any <br />variances therefrom. <br />CULTURAL RESOURCES: <br />A) Demolition of South Annex <br />Potential Impact: Project plans will require the demolition of the South Annex <br />and cause a significant unmitigatable impact to a historical resource, as defined in <br />CEQA Guidelines §15064.5 <br />Mitigation: Demolition of the South Annex will cause a significant impact for <br />which there is no mitigation. In addition, because both the South Annex demolition and <br />Courthouse reconstruction project involve documented historic resources, these two <br />portions of the Project are subject to the Standards. In order to comply with the <br />Standards, specific recommendations which are prescribed for the South Annex in <br />Appendix D of the FEIR must be followed and be implemented as part of the Project. <br />These include the accurate recordation and documentation of certain elements like the <br />upper South Annex friezes and the preservation of certain artifacts prior to demolition. <br />Although these mitigation measures would not reduce the cultural impacts to a less - <br />than- significant levels, these measures will reduce the severity of the impacts by <br />conforming to the Standards. <br />
