EXHIBIT `C <br />CITY OF REDWOOD CITY <br />SEAPORT CENTRE MAINTENANCE DISTRICT <br />NOTICE OF PROPOSED ASSESSMENT <br />drainage facilities, including, but not limited to, storm drain pump stations, storm drain mains, <br />manholes with manhole frames and covers, and inlets and catch basins, together with any and all <br />appurtenances to any of the above now existing or hereafter to be constructed in or for the <br />Seaport Centre project; 3) any and all water facilities, including but not limited to, water mains, <br />valves, tees, hydrants, services, meters and meter boxes, together with any and all appurtenances <br />to any of the above now existing or hereafter to be constructed in or for the Seaport Centre <br />project; and, 4) any and all sanitary sewer facilities, including but not limited to, sanitary sewer <br />mains, manholes with manhole frames and covers, cleanouts and laterals, together with any and <br />all appurtenances to any of the above now existing or hereafter to be constructed in or for the <br />Seaport Centre project. <br />In 2005 the District rehabilitated the two sewer pump stations and increased the height of the <br />levee along Seaport Boulevard in addition to the routine operation and maintenance of the <br />District. These facilities are expected to operate with minimum intervention beside routine <br />maintenance for the next 10 to 15 years. The storm pump station does not need rehabilitation at <br />this time, however, major preventive maintenance and parts replacement are planned and are <br />reflected in the budget. The water system is doing well and the budget included the replacement <br />of major valves which are deteriorating. <br />Maximum Assessment: The maximum maintenance budget for the District to be spread among <br />assessment parcels within the District is $187,000 in each fiscal year of the 5 -year budget. The <br />entire budget will be spread among the assessment parcels in the District based on the special <br />benefit conferred upon each assessment parcel by the Facilities. The annual budget will be <br />allocated among assessment parcels in the District as described below under the heading "Basis <br />for Calculating Assessments" and as more fully described the method of spread in the Engineer's <br />Report prepared in connection with these proceedings. The maximum annual assessment for <br />your parcels is $XX.XX. <br />Duration of Assessment: An assessment will be levied annually on all parcels in the District to <br />pay for annual maintenance expenses of the Facilities specifically benefiting parcels in the <br />District. In future years, any proposed increases assessments in excess of the maximum <br />assessment will be duly noticed and will be subject to a majority protest election as required by <br />Proposition 218. <br />Basis for Calculating Assessments: Each year the City will determine how much it will cost to <br />maintain Facilities in the District. The total budget that may be allocated among parcels in the <br />District is limited to the maximum as described above under the heading "Maximum <br />Assessment." Annual maintenance costs are spread among all assessable parcels within the <br />District on the basis of special benefit conferred upon each parcel, which special benefit is <br />calculated based on the ratio of the acreage that each assessment parcel bears to the total acreage <br />of all assessment parcels. <br />PA <br />
