The City Clerk is hereby authorized and directed to give notice of said <br />election and hearing by causing a copy of the notice of the election and hearing (in <br />the form of Exhibit D) to be (i) mailed, postage prepaid, to the owners of any lot or <br />parcel of property subject to a benefit assessment for the costs of maintenance and <br />operation of the Improvements, (ii) published once in the official newspaper of the City <br />and (iii) posted on or near the Council chamber door or any bulletin board in or <br />adjacent to the City Hall. The City Clerk is hereby further authorized and directed to <br />mail, postage prepaid, a Notice of Proposed Assessment and Property Owners Ballot <br />(in the form of Exhibit C) with a return addressed, postage prepaid, envelope to the <br />owners of any lot or parcel of property subject to a benefit assessment for the costs of <br />maintenance and operation of the Improvements.
