9/12/2005 <br />ORIGINAL <br />RESOLUTION NO. 14666 <br />RESOLUTION DECLARING THAT AN EMERGENCY EXISTS WITH <br />RESPECT TO THAT PORTION OF THE STORM WATER DRAINAGE <br />SYSTEM LYING WITHIN THE HARBOR VILLAGE MOBILE HOME <br />PARK, THAT THE PUBLIC INTEREST OR NECESSITY DEMANDS THE <br />IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO ADDRESS THIS <br />EMERGENCY, AND THAT THE CITY MANAGER IS TO PROCEED <br />FORTHWITH WITHOUT ADVERTISING FOR BIDS FOR THE REPAIR, <br />REPLACEMENT, CONSTRUCTION AND OTHER RELATED WORK <br />HEREINAFTER DESCRIBED <br />WHEREAS, the City of Redwood City has an existing storm water drainage <br />easement (the "easement "), lying within the Harbor Village Mobile Home Park ( "Mobile <br />Home Park "), located at 3015 East Bayshore Road, Redwood City, California; and <br />WHEREAS, within said easement, City owns and operates a storm water <br />drainage system (the "Fifth Avenue Pump Station ") which generally includes piping and <br />a pump station, all of which are designed to drain storm water from the Friendly Acres <br />neighborhood and certain portions of Menlo Park and unincorporated areas of San <br />Mateo County, south of Woodside Road; and <br />WHEREAS, the residents of the Mobile Home Park have just informed City <br />Engineering staff that several sink holes have developed within said easement and City <br />Engineering staff has examined and confirmed that said sink holes exist and that this <br />emergency may be caused by offsets or disconnects in the City's reinforced concrete <br />pipe and /or the failure of a portion of a retaining wall owned and constructed by the <br />Mobile Home Park; and <br />WHEREAS, in order to safeguard life, health, property and essential public <br />services, City Engineering staff is recommending that prior to the start of the upcoming <br />rainy season, and without compliance with the public bid process, certain public work <br />including, but not limited to, the temporary relocation and subsequent replacement of <br />those mobile homes adversely affected by the sink holes and the repair, replacement <br />and construction of the Fifth Avenue Pump Station be immediately undertaken; and <br />WHEREAS, City Engineering staff and the City's consultant, BKF Engineers, are <br />pursuing a design modification and have obtained a preliminary written estimate dated <br />August 18, 2005, from Power Engineering Contractors to perform the required <br />emergency work for a not -to- exceed amount of Seven Hundred Twenty Thousand <br />Dollars ($720,000); and <br />Atty /Reso.1562 14666 <br />082905 1 Muff # 802 <br />
