<br />Attachment I <br /> <br />ADMINISTRATIVE POLICY <br /> <br />NUMBER: <br />EFFECTIVE: <br /> <br />36 <br /> <br />SUBJECT: <br /> <br />SIGNA TU RE AUTHORIZATION POLICY <br /> <br />Purpose: To authorize City staff signature authority for agreements where the <br />City serves as a fiscal agent for a separate entity, provides services, is a tenant <br />or lessee; or when the City enters into or renews certain organizational <br />membership agreements. This policy complements Administrative Policy No. 13 <br />- Purchasing Guidelines. <br /> <br />Policy <br /> <br />A. <br /> <br />Expenditures <br /> <br />1. <br /> <br />Annual Organization Membership Agreements and Renewals <br />a. Membership Aareements. Department Heads are <br />authorized to execute membership agreements and <br />renewals for memberships for staff members in professional <br />organizations where the dues of which do not exceed two <br />thousand dollars ($2,000) per agreement year per member. <br />The City Manager is authorized to execute membership <br />agreements where the dues exceed two thousand dollars <br />($2,000) per year per member and where the dues do not <br />exceed five thousand dollars ($5,000) per year per member. <br />Any such memberships exceeding five thousand dollars <br />($5,000) per year per member must be approved by the City <br />Council. <br />Examples. Examples of such agreements include, but are <br />not limited to, membership with the Government Finance <br />Officers Association or the California Association of Police <br />Chiefs. <br />Memberships in organizations which the City is joining or <br />participating as an entity must be approved by the City <br />Council. <br /> <br />b. <br /> <br />c. <br /> <br />2. <br /> <br />Multi-Year Lease Agreements where City is the Lessee <br />a.
