<br />Exhibit 1 to City Council Resolution No. 14711 <br /> <br />Cost Recovery Policy for Planning Related Minor Project Applications <br />Date: May 8, 2006 <br /> <br />The following policy shall govern Application Fees and Deposits for the <br />processing of planning-related Minor Project applications. <br /> <br />A. Minor Projects Requiring Payment of a Fee <br /> <br />The following types of permits require the payment of a fee: <br /> <br />1. Appeals <br />2. Architectural Permits for all commercial and residential work <br />3. Use Permits for continuing uses, with or without a public hearing <br />4. Amendments to Planned Development Permits <br />5. Sidewalk Permits <br />6. Sign Permit for one tenant, or a sign program for multiple tenants <br />7. Sign Permit for temporary banners in the public right-of-way or on <br />private property <br />8. Sign Conformance Permit <br />9. Legal advertisements in newspapers <br />10. Public Convenience and Necessity letters <br />11. Variances <br />12. Zoning Verification letters <br />13. Any other type of permit that is approved by Council subsequent to <br />approval of this Minor Project Cost Recovery Policy. <br /> <br />The proposed fees for these permits/processes are defined in Exhibit 2 to the <br />approving Resolution. These fees are set in May 2006 and will apply during <br />the 2006-2007 City budget year (running from July 2006 to June 2007). <br />Thereafter, at the start of each successive budget cycle, these fees will be <br />automatically increased by the percentage increase in the billing rate for the <br />Planning staff. Since this annual adjustment will, over time, produce odd <br />numbers, the following process shall be used for rounding fees. In the event <br />that the percentage increase in the existing fee produces a number ending in <br />whole dollars or dollars and cents, it will be rounded as follows: If the last <br />whole digit of the number being rounded is 5,6,7,8, or 9 the number is to be <br />rounded up to the nearest whole number ending in 0 (e.g. $606.45 rounds up <br />to $610.00).
