<br />EXHIBIT A <br /> <br />FINDINGS ON THE REDWOOD CITY SEQUOIA HOSPITAL CAMPUS/PRECISE <br />PLAN FEIR <br /> <br />The following findings identify potential adverse environmental impacts and <br />mitigation measures and state related determinations of the City of Redwood City <br />concerning proposed adoption of the Sequoia Hospital Campus/Precise Plan. These <br />findings are made with reference to the draft and final Environmental Impact Report for <br />the Redwood City Downtown Precise Plan Project certified by the Redwood City <br />Planning Commission on February 6, 2007 (the "FEIR") and the Mitigation Monitoring <br />and Reporting Program for the Downtown Precise Plan Project and related Mitigation <br />Monitoring Checklist (together, the "MMRP") approved concurrently with these findings. <br />To avoid repetition and an unnecessarily lengthy document, these findings do not <br />restate in full detail the analysis of impacts or descriptions of mitigation measures in the <br />FEIR and MMRP, but instead identify the FEIR designation of the impacts discussed <br />and the MMRP designations of mitigation measures, so that further information on those <br />impacts and mitigation measures is incorporated by reference and available to any <br />reader. Copies of the FEIR and MMRP are available in the office of the City Clerk. <br /> <br />A. Transportation Impacts <br /> <br />Potential Impact TRAN-1 : Redevelopment of the Sequoia Hospital <br />campus under the proposed Precise Plan would impact two signalized intersections <br />(Alameda de Las Pulgas/Edgewood Road and El Camino Real/Whipple Avenue) and <br />one unsignalized intersection (1-280 Northbound ramp/Edgewood Road) during one or <br />more of the peak hour periods. <br /> <br />Mitigation TRAN-1.1: Alameda de las Pulqas and Edqewood Drive: The <br />project sponsor shall install an Emergency Vehicle Pre-Emption (EVP) at this <br />intersection to avoid delays for emergency vehicle response (i.e., Code 3 [lights and <br />sirens] police, fire service, and ambulance). Signal pre-emption systems for emergency <br />vehicles use sensors to detect an approaching emergency vehicle and provide a green <br />signal to the vehicle. <br /> <br />The mitigation required to reduce the average delay to less than significant during both <br />peak periods is to provide an additional left-turn lane (resulting in a total of two left-turn <br />lanes) on the northbound approach and provide an eastbound right-turn overlap phase. <br />The implementation of this mitigation would likely require right-of-way acquisition to <br />construct a receiving lane on the west leg for the additional northbound left-turn lane. <br />The implementation of the eastbound right-turn overlap would also most likely require <br />right-of-way acquisition. <br /> <br />Finding: The City Council of the City of Redwood City finds this impact to be <br />significant and unavoidable. It is the City's goal to maintain the neighborhood character <br />in the area around Alameda de las Pulgas and Edgewood Drive. The improvements <br />required to expand the intersection capacity (additional turning lanes) would ultimately <br /> <br />Atty/Reso/Reso.1683 <br />030707 <br />
