<br />08/28/2007 <br /> <br />Finding: The changes or alterations proposed by mitigation measure TRAN-1.3 <br />are within the responsibility and jurisdiction of Caltrans and the County of San Mateo <br />and not the City of Redwood City. Caltrans and the County of San Mateo can and <br />should adopt proposed mitigation measure TRAN-1.3. As the City of Redwood City <br />does not have control over this intersection and cannot implement this mitigation, the <br />City Council of the City of Redwood City finds this impact to be significant and <br />unavoidable. <br /> <br />Mitigation TRAN-1.4: Transportation Oemand Manaqement (TOM) Proqram. <br />Incorporation of the following measures into the Transportation Oemand Management <br />(TOM) program required by C/CAG would reduce the number of motor vehicle trips or <br />the length of the trips. This list is not intended to be exhaustive, and other equivalent <br />measures may be introduced by the City, C/CAG, or the project sponsor. All TOM <br />measures are subject to review and approval by Redwood City. <br /> <br />. The project shall provide preferential parking for carpool vehicles. The site plan <br />will designate 10 carpool spaces near the building entrance. <br />. The project shall provide three bicycle racks and lockers providing storage for 15 <br />bicycles. <br />. The project shall provide a minimum of two showers and changing rooms with <br />clothes lockers. <br />. The project shall provide a Commute Assistance Center with a transit information <br />brochure rack as well as a telephone with commute and transit information <br />numbers. <br />. The project shall participate in the Alliance's guaranteed ride home (GRH) <br />program. <br /> <br />Finding: The project applicant is required to by C/CAG to incorporate and <br />implement all TOM measures approved by the City of Redwood City. Mitigation <br />measure TRAN-1.4 is adopted and will reduce this impact at the two intersections <br />identified above, but not to a level of insignificance; therefore, the City Council of the <br />City of Redwood City finds that the project transportation impact will remain significant <br />and unavoidable. This impact is overridden by project benefits as set forth in the <br />statement of overriding considerations. <br /> <br />B. NOISE IMPACTS <br /> <br />Potential Impact NOI-1 : Mechanical equipment in an outside service yard <br />of the hospital and at the proposed medical office building may generate noise <br />levels 3 dBA or greater than the existing ambient level at adjacent residential <br />properties. <br /> <br />Mitigation NOI-1.1: Prior to issuance of building permits for the Central Utility <br />Plant and for the medical office building, a design-level noise assessment of the final <br />site plan shall be prepared.
