<br />08/28/2007 <br /> <br />Mitigation Impact AIR-1.2: The following construction practices shall be <br />implemented during all phases of construction on the project site and shall be reflected <br />as notes on the project plans prior to issuance of grading or building permits: <br /> <br />. Water all active construction areas at least twice daily and more often during <br />windy periods; active areas adjacent to existing land uses shall be kept damp at <br />all times, or shall be treated with non-toxic stabilizers or dust palliatives. <br />. Cover all trucks hauling soil, sand, and other loose materials or require all trucks <br />to maintain at least two feet of freeboard. <br />. Pave, apply water three times daily, or apply (non-toxic) soil stabilizers on all <br />unpaved access roads, parking areas, and staging areas at construction sites. <br />. Sweep daily (preferably with water sweepers) all paved access roads, parking <br />areas, and staging areas at construction sites; water sweepers shall vacuum up <br />excess water to avoid runoff related impacts to water quality. <br />. Sweep streets daily (preferably with water sweepers) if visible soil material IS <br />carried onto adjacent public streets. <br />. Apply non-toxic soil stabilizers to inactive construction areas. <br />. Enclose, cover, water twice daily, or apply non-toxic soil binders to exposed <br />stockpiles (dirt, sand, etc.). <br />. Limit traffic speeds on unpaved roads to 15 mph. <br />. Install sandbags or other erosion control measures to prevent silt runoff to public <br />roadways. <br />. Replant vegetation in disturbed areas as quickly as possible. <br /> <br />Mitigation Impact Air-1.3: The following are additional mitigation measures are <br />recommended by the BAAQMD to reduce engine exhaust emissions: <br /> <br />. Use alternative fueled construction equipment. <br />. Minimize idling time (5 minutes maximum). <br />. Maintain properly tuned equipment. <br />. Limit the hours of operation of heavy equipment and/or the amount of equipment <br />In use. <br /> <br />Finding: Mitigation measures AIR-1.1 through AIR-1.3 include all feasible <br />measures for construction emissions identified by the BAAQMD for large sites. <br />According to the BAAQMD threshold of significance for construction impacts, <br />implementation of the measures would reduce construction related air quality impacts of <br />the project to a less-than-significant level.
