08/28/2007

significant adverse environmental impacts and sets forth an overriding consideration
warranting approval of the Project.

This Council has considered the FEIR, the public record of proceedings on the
proposed Project and other written materials presented to the City as well as oral and
written testimony at all public hearings and meetings related to the Project, and does
hereby determine that implementation of the Project as specifically provided in the
Project documents would result in the substantial public benefits set forth below.

This Council has weighed the benefits of the proposed Project against its unavoidable
environmental risks and adverse environmental effects identified in the FEIR and hereby
determines that those benefits, as outlined below, outweigh the risks and adverse
environmental effects and, therefore, further determines that these risks and adverse
environmental effects are acceptable.

A. Hiqh-Quality Medical Care Facility and Compassionate Healinq Environment.
The Project will enable Sequoia to continue providing high quality, accessible
health care to the local and regional community. This care will occur in a state-
of-the-art facility created to accommodate advanced medical services and
equipment which require more space than is possible in existing facilities.
Inefficiencies and patient flow issues associated with the existing 54-year old
facility will be eliminated to allow for an improved setting. Through phasing, the
Project would ensure uninterrupted operation of services during construction.
The architectural design and the landscape architecture aim to create outdoor
environments that provide quiet, privacy and contact with the healing properties
of nature, including sun light, air and water elements to contribute to the healing
of patients, their families and the medical community providing the care.

B. Seismic Safety. The Project would replace the facility in accordance with SB
1953 to create and provide inpatient and outpatient services in a seismically safe,
medical facility to benefit the community. Without the seismic safety
improvements, the impatient facility would be required by law to close by 2013,
which would cause significant adverse impact to the community.

C. Sustainable Desiqn and Buildinq Materials. The Project will incorporate green
building energy conserving materials and design that will reduce the use of
nonrenewable energy resources. The Project proposes the use of recycled
wood, wall board, cardboard, metal and plastic materials, along with the
implementation of water conservation devices and practices.

D. Preservation of Habitats and Natural Communities. The Project will employ
specific tree preservation and protection measures to preserve natural habitats.
Further, the Project will not adversely affect sensitive natural communities or
otherwise interfere with the movement of native resident or migratory wildlife.

Atty/Reso/Reso.1738
082207

3

14802
Muff#613
