<br />08/28/2007 <br /> <br />significant adverse environmental impacts and sets forth an overriding consideration <br />warranting approval of the Project. <br /> <br />This Council has considered the FEIR, the public record of proceedings on the <br />proposed Project and other written materials presented to the City as well as oral and <br />written testimony at all public hearings and meetings related to the Project, and does <br />hereby determine that implementation of the Project as specifically provided in the <br />Project documents would result in the substantial public benefits set forth below. <br /> <br />This Council has weighed the benefits of the proposed Project against its unavoidable <br />environmental risks and adverse environmental effects identified in the FEIR and hereby <br />determines that those benefits, as outlined below, outweigh the risks and adverse <br />environmental effects and, therefore, further determines that these risks and adverse <br />environmental effects are acceptable. <br /> <br />A. Hiqh-Quality Medical Care Facility and Compassionate Healinq Environment. <br />The Project will enable Sequoia to continue providing high quality, accessible <br />health care to the local and regional community. This care will occur in a state- <br />of-the-art facility created to accommodate advanced medical services and <br />equipment which require more space than is possible in existing facilities. <br />Inefficiencies and patient flow issues associated with the existing 54-year old <br />facility will be eliminated to allow for an improved setting. Through phasing, the <br />Project would ensure uninterrupted operation of services during construction. <br />The architectural design and the landscape architecture aim to create outdoor <br />environments that provide quiet, privacy and contact with the healing properties <br />of nature, including sun light, air and water elements to contribute to the healing <br />of patients, their families and the medical community providing the care. <br /> <br />B. Seismic Safety. The Project would replace the facility in accordance with SB <br />1953 to create and provide inpatient and outpatient services in a seismically safe, <br />medical facility to benefit the community. Without the seismic safety <br />improvements, the impatient facility would be required by law to close by 2013, <br />which would cause significant adverse impact to the community. <br /> <br />C. Sustainable Desiqn and Buildinq Materials. The Project will incorporate green <br />building energy conserving materials and design that will reduce the use of <br />nonrenewable energy resources. The Project proposes the use of recycled <br />wood, wall board, cardboard, metal and plastic materials, along with the <br />implementation of water conservation devices and practices. <br /> <br />D. Preservation of Habitats and Natural Communities.
