<br />08/28/2007 <br /> <br />coverage with two-story buildings, approximately 675,000 square feet of <br />office or commercial buildings would be allowed within the 13-acre area <br />currently occupied by the hospital and skilled nursing facility. <br /> <br />(i) Findings: The No Project/Redevelopment with Commercial/Office <br />Uses Alternative is rejected as an alternative because it would not <br />avoid or reduce significant transportation impacts compared to the <br />proposed project and it would not meet the basic project objective <br />of seismic retrofitting of Sequoia Hospital as required by SB 1953. <br />This redevelopment alternative, if developed at maximum potential, <br />could result in an increase in traffic generation, compared to <br />existing conditions. The hospital campus portion of the proposed <br />Precise Plan (Area A) is currently developed with approximately <br />400,000 square feet of hospital uses and associated administrative <br />and medical office uses. Under this redevelopment alternative, the <br />site could be redeveloped with up to approximately 675,000 square <br />feet of commercial/office uses. Transportation impacts to <br />intersections under this redevelopment alternative would be similar <br />to or greater than the proposed project. <br /> <br />Furthermore, this alternative would not achieve the Project's <br />objective of providing a medical office building adjacent to the <br />hospital for outpatient procedures. Nor would the project achieve <br />the City's objective of rebuilding Sequoia Hospital in a manner that <br />would be compatible with existing hillside residential <br />neighborhoods. <br /> <br />C. Reduced Scale Alternative: This alternative is discussed at pages 168 to <br />169. The Reduced Scale Alternative would reduce the size of the <br />proposed medical office building to 20,000 square feet, a reduction of 60 <br />percent. <br /> <br />(i) Findings: This alternative is rejected as an alternative because <br />even though this alternative would avoid the transportation impacts <br />of the project, the cumulative transportation impacts to two <br />signalized intersections and one unsignalized intersection would <br />remain significant. Furthermore, this alternative would not best <br />achieve the Project's objective. The Reduced Scale Medical Office <br />Building Alternative would not fully meet the objective of providing a <br />medical office building adjacent to the hospital for outpatient <br />procedures to meet the needs of patients and physicians. <br /> <br />7. This Council hereby finds and recognizes that the FEIR contains additions, <br />clarifications, modifications and other information in its responses to comments on the <br />Draft Environmental Impact Report for the Project ("DEIR") and also incorporates <br />information obtained by the City since the DEIR was issued.
