<br />12/17/2007 <br /> <br />Findings: The general light and glare impacts of the current project would be <br />similar to the 2003 EIR project, but these impacts are substantially reduced. Implementation of <br />these measures would reduce potentia/light and glare impacts to a less-than-significant level, <br />except for interference with "dark sky" views of stars, sky, and horizon at night. <br /> <br />E. Urban Design Obiectives <br /> <br />Potential Impact 5-6: The proposed project would create the on- and off-site <br />design relationships necessary for successful achievement of the Redwood City Planning <br />Division Urban Design Guidelines. As determined by the City's urban design consultant and <br />explained in section 3.2 of this Addendum, the proposed project buildings would relate <br />adequately to adjacent public spaces, including Bair Island Road, Redwood Creek, and <br />perimeter public trails. On the current project plans, residential multi-story buildings do not <br />appear arranged to create a distinctive skyline composition; however, with the substantially <br />reduced project size and building heights compared to the 2003 EIR project, the lack of refined <br />skyline composition would be less noticeable from surrounding vantage points. These <br />preliminary findings regarding current project consistency with City urban design policies will <br />warrant continued verification during the City-required design review process as project <br />architectural and landscape details are refined and finalized. Until this design review and policy <br />consistency verification process is completed to City satisfaction, it is assumed that the project <br />could still have a significant visual impact related to consistency with City urban design <br />guidelines. <br /> <br />Mitigation 5-6: The following mitigation measures shall be incorporated In <br />ongoing project design refinements: <br /> <br />1. Vary the project architectural grid as needed to create an intentional <br />design response toward perimeter public spaces, particularly Bair Island <br />Road and Redwood Creek. <br /> <br />2. Arrange the residential multi-story buildings according to a design concept <br />for a composed and memorable skyline. <br /> <br />3. Minimize the visual effect of two-story perimeter parking garages and/or <br />continue to refine the project design to enhance adjacent public spaces, <br />including Bair Island Road and Redwood Creek. Face exterior parking <br />structures with townhouses, stairs and landings, enhanced architectural <br />details, and landscaping. <br /> <br />4. Consider massing, glazing, and/or surface material changes to reduce the <br />corner shadowing effect of the project's residential multi-story buildings. <br /> <br />5. Prepare more-detailed open space and landscape design plans to <br />indicate the design approach to all publicly accessible open spaces. Note <br />on the plans which areas are open to the general public and during what <br />hours of the day. Include a description of the function and design intent of <br />perimeter public open spaces.
