12/17/2007

Mitigation 6-1: Implement the mitigation measures identified in other sections of
this EIR related to project population-induced environmental impacts (Transportation and
Circulation, Infrastructure and Public Services, Noise, and Air Quality). Those mitigations
identified in the 2003 EIR for Impact 6-1 that would remain applicable to the current Peninsula
Park project are:

1. Traffic Mitigations 7-7 through 7-17;

2. Public Service Mitigations 10-4 through 10-7 and 10-9;

3. Noise Mitigations 13-1 and 13-2; and
4. Air Quality Mitigation 15-1.

Due to the overall reduction in residential and commercial development proposed
by the current Peninsula Park project, the following mitigation measures identified in the 2003
EIR are no longer necessary, or have been modified to address the revised project, as identified
throughout this Addendum:

1. Traffic Mitigations 7-1 through 7-6 and 7-18 through 7-27 (all eliminated);
2. Public Service Mitigations 10-1, 10-2, and 10-8 (all modified);

3. Noise Mitigation 13-3 (modified); and

4. Air Quality Mitigation 15-2 (eliminated).

Findings: Implementation of the retained or modified measures identified above
would reduce identified environmental impacts associated with the project-related population
increase to a less-than-significant level, with the exception of the cumulative with project
traffic impact on the EI CaminolWhipple Avenue intersection (Impact 7-15), which would remain
significant and unavoidable. Due to right-of-way and physical constraints, both of the
mitigation alternatives discussed in Mitigation 7-15 are deemed infeasible. Such changes or
alterations are within the responsibility and jurisdiction of either Caltrans or the Peninsula
Corridor Joint Powers Board (Caltrain) and not the City of Redwood City. Such changes can or
should be adopted by Caltrans or Caltrain. This impact is also overridden by project benefits as
set forth in the statement of overriding considerations.

B. Emplovment Growth

Potential Impact 6-2: This project-related local employment growth (estimated
at 125 new employees) has the potential to result in employment-related environmental effects
(traffic, public services, noise, and air quality) as described in corresponding chapters of the EIR
(see chapters 7, 10, 13, and 15), representing a potentially significant project and cumulative
impact.

Mitigation 6-2: Implement the mitigation measures identified in other sections of
this table related to project employment-related environmental impacts (Transportation and
Circulation, Infrastructure and Public Services, Noise, and Air Quality). Those mitigations
identified in the 2003 EIR for Impact 6-2 that would remain applicable to the current Peninsula
park project are:

Atty/Reso/Reso.1772
121707

9

14829
Muff# 613
