<br />12/17/2007 <br /> <br />Findings: These mitigation measures are feasible and would reduce the impact <br />described above, otherwise potentially significant, to a less-than-significant level. <br /> <br />B. Proiect Pedestrian Accessibilitv Impacts <br /> <br />Potential Impact 7-8: Existing pedestrian facilities near the project site consist <br />of discontinuous sidewalks along Bair Island Road and East Bayshore Road. If the project were <br />constructed in a similar manner without a sidewalk along its local Bair Island Road frontage, the <br />project would contribute to and exacerbate the existing discontinuity of pedestrian facilities. <br />This effect would represent a significant impact. <br /> <br />Mitigation 7-8: The Project shall construct a continuous pedestrian facility, such <br />as a sidewalk or a pedestrian path, along the entire length of the Project's Bair Island Road <br />frontage (Mitigation 7-8). <br /> <br />Findings: This mitigation measure is feasible and would reduce the impact <br />described above to a less-than-significant level. <br /> <br />C. Bicvcle Accessibilitv Impact <br /> <br />Potential Impact 7-9: The planned San Francisco Bay Trail extension may <br />include bicycle facilities along Bair Island Road in the project vicinity, including the project's Bair <br />Island Road frontage. Construction of the proposed project could result in insufficient right-of- <br />way width along Bair Island Road to accommodate such facilities. This effect would represent a <br />significant impact. <br /> <br />Mitigation 7-9: The project shall dedicate adequate right-of-way along Bair <br />Island Road to accommodate future bicycle facilities. <br /> <br />Findings: With a dedicated right-of-way of adequate width, the project would not <br />preclude future construction of adequate bicycle facilities in the area and this impact would be <br />reduced to a less-than-significant level. <br /> <br />D. Proiect Emeraencv Access Impact <br /> <br />Potential Impact 7-10: During an emergency evacuation of the Bair Island <br />Road area with the proposed project at full occupancy, volumes on Bair Island Road, East <br />Bayshore Road, and Whipple Avenue (near the project site) could be expected to exceed <br />roadway capacities, resulting in LOS F operations. This effect would represent a significant <br />impact. The results of a traffic sensitivity analysis indicate that the existing roadway has the <br />capacity to accommodate 750 new dwelling units before a secondary access would be needed <br />to accommodate the assumed emergency scenario. <br /> <br />Mitigation 7-10: The extension of Blomquist Street over Redwood Creek to the East Bayshore <br />Road/Bair Island Road intersection is currently planned by the City and partially funded. The <br />Blomquist Street Extension over Redwood Creek would reduce this potential emergency access <br />impact to a less-than-significant level. The Extension would provide sufficient emergency <br />access to the Bair Island Road area with full buildout of the proposed project. <br /> <br />This additional access is also expected to change local vehicular travel patterns <br />and the assignment of project-generated traffic, resulting in a potentially significant secondary <br /> <br />Atty/Reso/Reso.1772 <br />121707 <br /> <br />11 <br /> <br />14829 <br />Muff# 613 <br />
