<br />12/17/2007 <br /> <br />Mitigation 10-4: Implement mitigation measures identified in the "Transportation <br />and Circulation" section of this table to reduce project-related traffic impacts on Bair Island <br />Road, East Bayshore Road, and other local roads to less-than-significant levels. In addition, <br />require City review and approval of project-proposed emergency access provisions prior to <br />tentative subdivision map approval. <br /> <br />Findings: Implementation of the Mitigation Measure 10-4 is feasible and would <br />reduce project impacts on emergency response and evacuation to a less-than-significant <br />level. <br /> <br />E. Cumulative Demands for Police Services <br /> <br />Potential Impact 10-5: Buildout of the project in combination with other <br />anticipated cumulative (pending, recently approved, or recently constructed) residential <br />development in the city by the year 2020, would increase the demand for police services, <br />including an estimated need for approximately 18 additional sworn officers, and requisite <br />training, support staff, facilities, and equipment. Without corresponding incremental increases in <br />police service provisions, this effect would represent a potentially significant cumulative impact. <br /> <br />Mitigation 10-5: Implement Mitigation 10-3. <br /> <br />Findings: Implementation of Mitigation 10-5 is feasible and will reduce the <br />Project's contribution to this cumulative impact to a less-than-significant level. <br /> <br />F. Proiect-Related and Cumulative Increases in Fire Protection and <br />Emergencv Medical Service Demands <br /> <br />Potential Impact 10-6: Buildout of the proposed project, in combination with <br />other anticipated cumulative (pending, recently approved, or recently constructed) residential <br />development in the city by the year 2020, would increase demands for fire protection and <br />emergency medical services provided by the Redwood City Fire Department (RCFD), including <br />an estimated need for the equivalent of 1.3 additional RCFD emergency personnel (captains, <br />fire fighter/paramedics, and fire fighters), plus requisite training, support staff, facilities, and <br />equipment. New residents associated with anticipated cumulative residential development in <br />the city by 2020, including the proposed project, would require up to approximately 13 additional <br />RCFD emergency personnel and requisite training, support staff, facilities, and equipment. <br />Without corresponding incremental increases in RCFD provisions, response times and other <br />service could deteriorate, representing a potentially significant project and cumulative impact. <br /> <br />Mitigation 10-6: The City shall use property tax revenue flow increases from the <br />project to the City's general fund to annually fund ongoing fire and emergency medical service <br />needs generated by the project. In addition, to the extent necessary, the City should require <br />individual development projects, including the Peninsula Park project, to provide a fair share <br />contribution toward provision of new staff facilities and equipment costs which exceed general <br />fund capacity. The City shall withhold approval of the project Certificate of Occupancy if it is <br />determined that adequate fire protection and emergency medical service cannot be provided <br />and service standards cannot be met by the time of project occupancy. In addition, the project <br />shall comply with RCFD standards applied to the project after City review of project plans.
