<br />12/17/2007 <br /> <br />neighborhood by providing neighborhood-oriented services and <br />connections to the previously isolated residential developments. <br /> <br />(vii) Infrastructure Contributions. The Project will contribute, above <br />and beyond mitigating its own impacts, to City infrastructure needs, <br />including extension of Blomquist Street (for pedestrian and automobile <br />traffic), emergency water storage east of Highway 101, sewer lift station <br />and water main improvements, pedestrian access beneath Highway 101, <br />widening Bair Island Road, and park improvements which will serve <br />existing residents, and a number of offsite traffic and other improvements. <br /> <br />(viii) Child Care Contributions. The Project will also address the <br />development's impact on the City's child care supply. With the increasing <br />cost of housing and the need for dual-income families higher demands <br />are placed on child care providers and child care availability. Both the <br />hotel and residential component of the Project will generate demand for <br />child care facilities; therefore, by providing on-site facilities, off-site <br />facilities, or an in-lieu payment the Project will address its impact on the <br />City's child care supply. <br /> <br />(ix) Sustainabilitv and Resource Efficiencv. The land use patterns of <br />the Project are based on infill development, reducing auto dependence, <br />and supporting transit use consistent with sustainable "green building" <br />objectives. The design and functioning of buildings and site <br />improvements should also be consistent with these objectives. As such, <br />the Project will be consistent with objectives established by "Leadership in <br />Energy and Environmental Design" (LEED), "Build it Green", and/or other <br />similar sustainable building practices. <br /> <br />4. Mitiaation Monitorina and Reportina Proaram. The Mitigation and Monitoring and <br />Reporting Program (the "MMRP") for the Peninsula Park Precise Plan Project is attached to this <br />resolution as Exhibit B and is incorporated and adopted as part of this resolution herein, and is <br />included in the conditions of approval for the Project. The MMRP identifies impacts of the <br />Project, corresponding mitigation measures, designation of responsibility for mitigation <br />implementation and the agency responsible for the monitoring action. The Project does not <br />have potentially significant adverse environmental effects which exceed or differ from those of <br />the Initial Project, and no additional, feasible mitigation measures are available or necessary for <br />the Project as modified from the Initial Project. <br /> <br />A. The mitigation measures set forth in the MMRP are specific and enforceable and <br />are capable of being fully implemented by the efforts of the City of Redwood City, <br />the applicant, and/or other identified public agencies of responsibility. <br /> <br />B. The City Council will adopt and impose the feasible mitigation measures as set <br />forth in the MMRP as enforceable conditions of approval. <br /> <br />C. The mitigation measures incorporated into and imposed upon the Project <br />approval will not have new significant environmental impacts that were not <br />analyzed in the FEIR.
