Exhibit A-I

Section 4:

Effect of Alternative Measure on the Same Ballot

This Charter Amendment adopts a comprehensive set of policies permitting voter
approval of future development on Cargill Lands. By voting for this Charter
Amendment, the voters expressly declare that any other measure that appears on the same
ballot as this Charter Amendment and conflicts with or purports to address the same
subject matter of this Charter Amendment, or would affect in any way development of
Cargill Lands, shall be deemed to conflict with the entire set of policies adopted by this
Charter Amendment. Specifically, this Charter Amendment conflicts with the Two-
Thirds Vote Amendment, a measure that has qualified for the election ballot. Because of
this conflict, if this Charter Amendment and the Two-Thirds Vote Amendment, or any
other similar measure, receive a majority of votes by the voters voting thereon at the
same election and this Charter Amendment receives more votes than the Two-Thirds
Vote Amendment or other measure, then this Charter Amendment shall prevail in its
entirety and no provision of the Two-Thirds Vote Amendment or other measure shall
take effect.

Section 5:

Construction

Nothing in this Charter Amendment is intended to diminish or otherwise alter the
requirements of any other state or federal law governing such approval or consideration
of such projects by the City of Redwood City.

Section 6:

Severability

If any provisions of this Charter Amendment or the application thereof is held invalid by
a court, that invalidity shall not affect other provisions or applications of this Charter
Amendment which can be given effect without the invalid provision, and to this end the
provisions of this Charter Amendment are severable.

Section 7:

Amendment

This Charter Amendment may be amended only by a majority ofthe voters at a general
or special municipal election.

Section 8:

Exhibit

A map showing the location of Cargill Lands is attached as Exhibit A hereto.

4
