07/13/2009 <br />EXHIBIT "A" <br />SECTION 18. LIBRARY BOARD <br />Section 18(a), in pertinent part, provides that there shall be a Library Board consisting of <br />five members to be appointed by the City Council. It is proposed that the members of the <br />Board be expanded to seven members. If the proposed Charter amendment is adopted, it <br />Ivnnld read- <br />18(a) There shall be a Library Board consisting of seven members to be <br />appointed by the City Council. <br />Section 18. LIBRARY BOARD <br />Section 18(f) would be added. It is proposed that the Library Board establish rules for its <br />proceedings and that the City Council set forth the authority and duties of the Library <br />Board. If the proposed Charter amendment is adopted, it would read: <br />18(f) The Library Board shall establish rules for its proceedings and the <br />authority and duties of the Library Board shall be set forth by the City <br />Council. <br />SECTION 19. LIBRARY BOARD — POWERS <br />Section 19 provides for the Library Board to establish rules for its proceedings, <br />supervising and managing officers and employees of the Library and exercising certain <br />duties and responsibilities. It is proposed that Section 19 be deleted from the City <br />Charter and that the duties and responsibilities of the Library Board be established by <br />action of the City Council. If the proposed Charter amendment is adopted Section 19 <br />would be deleted from the City Charter. <br />SECTION 19 1 /2. LIBRARY BOARD — BUDGET <br />Section 19 '/2 provides for the submission of a budget by the Library Board to the City <br />Manager. It is proposed that Section 19 '/2 be deleted from the City Charter and the <br />submission of a budget shall be the responsibility of the Library Director. If the proposed <br />Charter amendment is adopted, Section 19 '/z would be deleted from the City Charter. <br />SECTION 20. LIBRARY BOARD — DISPOSITION OF MONEY <br />Section 20 provides for all fines and monies arising out of the administration of the <br />Public Library System of the City to be deposited in the Library Fund. It is proposed that <br />Section 20 be deleted from the City Charter and the responsibility for depositing fines <br />and monies with the City become the responsibility of the Library Director. If the <br />proposed Charter amendment is adopted, Section 20 would be deleted from the City <br />Charter. <br />14953 <br />MUFF #3085 <br />
