08/10/2009 .
Saltworks 50/50 Balanced Plan — Executive Summary
Overview of Application Submittal & Statement of Justification
May 2009
Page T
capacity to the south. (See Regional Access plan, attached.) Primary access to
the Saltworks Site no longer, would be via the Woodside interchange, but to the
east via Marsh Road and to the west via Whipple. 50 /50- Balanced -Plan- related
improvements would also provide existing residents improved and more
convenient access to the City's Downtown and other districts.
S. Infrastructure
Flood protection, perhaps the most prominent public safety priority of the 50150
Balanced Plan, innovatively is premised upon adaptive design principles. Initially
based upon the most current science for sea -level rise projections, future levees
at the Saltworks Site will be designed to accommodate future expansion and
elevation should unanticipated magnitudes of sea -level rise occur.
The Statement of Justification and a technical appendix in the Application
Submittal address other infrastructure issues including: project- generated
stormwater management and quality control, off site generated runoff
management, potable water service, sanitary sewer service, recycled water, solid
waste management, and dry utilities. The 50/50 Balanced Plan also proposes to
address the vexing flooding issues related to the adjacent regional stormwater
channel facility, providing benefits to its immediate neighbors and the region as a
whole.
V. Conclusion
It truly is unprecedented to have the open canvass of a two- square -mile undeveloped
infill site situated amidst booming job centers and existing regional transit facilities. The
inherent opportunities in such a configuration are extraordinary.
The question is, what to do with those circumstances? Here, Redwood City has two
choices: continue the 100 -year history of industrial salt making and its related preclusion
of public involvement and access, or bring a comprehensive balance of community
open space /ecological restoration and innovative, beneficial community design that
improves the quality of life for both existing and future residents of the City.
The Saltworks Team is confident that after full public vetting, both the elected officials
and citizens at large of Redwood City will see that the 50150 Balanced Plan not only is
the right choice, but it is a vision and model of which all can be proud and which should
set a new standard for balanced community building in the Bay area and beyond,
14958
MUFF # 601
