Exhibit J (continued)

Designated Employees in Group "3"* must report:

Any investments, interests and income in or derived from
real property located within housing rehabilitation areas or
neighborhoods designated by the City Council under the
City's Housing Rehabilitation Loan Program.

*Regardless of the primary residence report filing exception under
the GROUP 1 category, it is strongly suggested that investments or
interests in the principle residence of those individuals residing
within the designated housing rehabilitation loan program
neighborhood(s) report such investments or interest. This
suggestion considers such circumstances as special and unusual,
inasmuch as issues may be raised at public hearings questioning
the integrity of individuals or authorities that process loan
applications and perform services under the Loan Program who
reside within the same designated district. Briefly, it appears
most appropriate and proper to fully disclose all personal
residential property holdings completely with all other reportable
interests upon the initial disclosure filings.
