<br />dredging plan (Pp. 42-43). <br /> <br />(3) Water quality effects shall be reduced <br />to an acceptable level through implementation of <br />monitoring programs and specific construction <br />measures and pollutant control measures as set <br />forth in the EIR (Pp. 45-46). <br /> <br />(4) The effects upon vegetation and wildlife <br />shall be reduced to an acceptable level by <br />implementation of construction mitigation measures <br />including use of retention ponds to prevent <br />sedimentary runoff, appropriate protection of certain <br />sensitive vegetation areas, implementation of a <br />marsh management and restoration program for adjacent <br />areas, restoration of certain salt marsh areas, <br />protection of ecological preserve areas by a buffer <br />zone, regulation of boat traffic on Corkscrew Slough, <br />implementation of control measures over domestic <br />animals, implementation of protective measures for <br />endangered species, including, but not necessarily <br />limited to the construciton of a twenty (20) foot <br />wide moat to be located southwesterly of Corkscrew <br />Slough within the South Shores project area (Pp. 65- <br />68; See, also, Planning Commission Report of 3/18/82 - <br />Staff Report of 2/2/82). <br /> <br />(5) Effects of changes in land use shall be reduced to an <br />acceptable level by, among other requirements, the <br />establishment of avigation easements located in the <br />vicinity of the San Carlos Airport, the appropriate <br />shading of lighting emanating from the Project <br />(Pp. 72-73), the design and construction of structures <br />in the vicinity of State Highway 101 so as to be <br />compatible in scale with buildings westerly of <br />said Highway (P. 76), and the implementation of <br />additional specific mitigation measures reasonably <br />feasible and within the control of the City or the <br />Project proponent as specified in the EIR (Pp. 97-98); <br />provided, however, that nothing herein shall be deemed <br />to require mitigation measures within the responsibility <br />and jurisidiction of another public agency or which are <br />economically or socially infeasible (See, e.g., <br />Pp. 98 -100) . <br /> <br />(6) Air quality effects can and shall be reduced to <br />an acceptable level through implementation of <br />construction control plans for dust emissions (P. <br />109) and the construction of certain economically <br />feasible alternate transportation facilities such as <br />bicycle paths and internal transit access, and the <br />implementation of transit incentive programs (e.g., <br />encouraging carpooling) (P. 109); <br />provided, however, that nothing herein shall <br />be deemed to require mitigation measures within the <br />responsibility and jurisidiction of another <br />public agency or which are economically or socially <br /> <br />3 <br /> <br />9131 <br />
