<br />within the project (Planning Commission Report of <br />3/18/82 - Staff Report of 2/2/82). <br /> <br />G. Conditions, changes or alterations have been attached <br />to approval of, or incorporated into the Project which address <br />certain economic or social effects thereof as follows: <br /> <br />(1) Public improvements required to serve development <br />within the Project area shall be funded by Developer <br />(or Project Owner) contributions and/or by a facilities <br />charge payable by landowners or developers with respect <br />to lands to be improved or developed and benefited <br />by such improvements, and not by sale of general <br />obligation bonds heretofore authorized by Redwood <br />City General Improvement District No. 1-64. <br /> <br />(2) Population and housing effects of the Project <br />shall be mitigated through appropriate phasing of <br />construction such that residential units shall be <br />constructed prior to completion of development of <br />commercial or other non-residential uses in the area <br />commonly known as "Pond A-12," and through implementation <br />of residential construction guidelines specified in the <br />City's General Plan (Planning Commission Report of <br />3/18/82 - Staff Report of 2/2/82). <br /> <br />(3) The effects of the Project resulting in a demand <br />for certain quasi-public uses (including, but not <br />necessarily limited to, churches, private schools, <br />recreational facilities, and private hospitals) shall <br />be mitigated through appropriate zoning and through <br />provision of economic incentives to the Project developer <br />or developers promotive of transfers of property to <br />quasi-public organizations at below market rates or <br />other economically feasible levels (Planning Commission <br />Report of 3/18/82 - Staff Report of 2/2/82). <br /> <br />H. Approval of the proposed General Plan Amendment will <br />allow the occurrence of certain significant effects identified <br />in the final EIR and in the Planning Commission Report of <br />3/18/82 which cannot reasonably or feasibly be mitigated, <br />to wit: the estimated effects of vehicular traffic generated <br />by the project (EIR, Pp. 81-101). <br /> <br />Changes or alterations which would reduce the <br />effect of such traffic problems as are anticipated from <br />the Project are exclusively within the responsibility and <br />jurisdiction of other public agencies (specifically, the <br />Department of Transportation of the State of California and <br />regional transportation planning agencies) and not the City <br />of Redwood City. Such changes or alterations within the existing <br />transporation facilities which are addressed in the EIR are not <br />likely to be adopted or implemented by such other agencies for <br />economic reasons. <br /> <br />Specific economic, social and other considerations <br />make infeasible mitigation measures or project alternatives <br /> <br />5 <br /> <br />9131 <br />
