within the project (Planning Commission Report of
3/18/82 - Staff Report of 2/2/82).

G. Conditions, changes or alterations have been attached
to approval of, or incorporated into the Project which address
certain economic or social effects thereof as follows:

(1) Public improvements required to serve development
within the Project area shall be funded by Developer
(or Project Owner) contributions and/or by a facilities
charge payable by landowners or developers with respect
to lands to be improved or developed and benefited
by such improvements, and not by sale of general
obligation bonds heretofore authorized by Redwood
City General Improvement District No. 1-64.

(2) Population and housing effects of the Project
shall be mitigated through appropriate phasing of
construction such that residential units shall be
constructed prior to completion of development of
commercial or other non-residential uses in the area
commonly known as "Pond A-12," and through implementation
of residential construction guidelines specified in the
City's General Plan (Planning Commission Report of
3/18/82 - Staff Report of 2/2/82).

(3) The effects of the Project resulting in a demand
for certain quasi-public uses (including, but not
necessarily limited to, churches, private schools,
recreational facilities, and private hospitals) shall
be mitigated through appropriate zoning and through
provision of economic incentives to the Project developer
or developers promotive of transfers of property to
quasi-public organizations at below market rates or
other economically feasible levels (Planning Commission
Report of 3/18/82 - Staff Report of 2/2/82).

H. Approval of the proposed General Plan Amendment will
allow the occurrence of certain significant effects identified
in the final EIR and in the Planning Commission Report of
3/18/82 which cannot reasonably or feasibly be mitigated,
to wit: the estimated effects of vehicular traffic generated
by the project (EIR, Pp. 81-101).

Changes or alterations which would reduce the
effect of such traffic problems as are anticipated from
the Project are exclusively within the responsibility and
jurisdiction of other public agencies (specifically, the
Department of Transportation of the State of California and
regional transportation planning agencies) and not the City
of Redwood City. Such changes or alterations within the existing
transporation facilities which are addressed in the EIR are not
likely to be adopted or implemented by such other agencies for
economic reasons.

Specific economic, social and other considerations
make infeasible mitigation measures or project alternatives

5

9131
