<br />than development in surrounding less urban areas (EIR, <br />Pp. 75, 76, 121, 187 #6, 189 #35, and 262). <br /> <br />(4) The Project is a planned community in avoidance <br />of piecemeal, haphazard development. It is therefore <br />aesthetically superior to a substantial portion of existing <br />bay shore development along State Highway 101 in the vicinity <br />of, but outside the corporate limits and jurisdiction of the <br />City of Redwood City. <br /> <br />(5) Approval of the Project will provide a reasonable <br />balance between the exercise of private property rights by the <br />landowner, and the interests of the public in mitigating the <br />effect upon the environment of the exercise of such rights. <br />The Project responds to other equally important or more <br />compelling public interests (viz., the social and economic <br />considerations above mentioned). <br /> <br />2. In consideration of the foregoing findings this Council <br /> <br />hereby concludes and declares that the proposed General Plan <br /> <br />Amendment should be approved. <br /> <br />3. That certain proposed amendment to the General Plan of <br /> <br />the City of Redwood City revising the designation of certain lands <br /> <br />shown on "Exhibit A," hereof from "Urban Reserve" to the various <br /> <br />designations of "Residential," "Commercial/Employment," and "Public <br /> <br />Recreation and Open Space" is hereby approved. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />7 <br /> <br />9 1 ~3 1 <br />
