To the extent required, if at all, this Council hereby <br /> <br /> <br />authorizes the Board of Port Commissioners, and/or its duly <br /> <br /> <br />authorized agents and representatives, to execute all necessary <br /> <br /> <br />agreements or other documents necessary or appropriate in order to <br /> <br />carry out the financing plan above described. <br /> <br />4.
