",' . . . .. - . . .."'<)..t/J'ff~nPr~~~:'II.~~tl'~9r~ November 19, 2007 SUBJECT Installation of Stop Signs on Vera Avenue at Ruby Street RECOMMENDATION Approve, by resolution, the installation of stop signs on Vera Avenue at the intersection with Ruby Street. BACKGROUND On September 13, 2007, residents of Vera Avenue and Ruby Street submitted a petition to the City to install stop signs at the intersection of Vera Avenue and Ruby Street. Neither street is currently controlled at this intersection. A total of 21 residents representing 11 properties within a block of the subject intersection, including all four properties on the comers, signed the petition in support of the installation of stop signs at this location. On September 20, 2007, requests for comment were mailed to 176 property owners and area residents. As of the requested "reply by" date of October 15, staff received seven comments supporting the addition of stop signs and one comment opposed. The intersection of Vera Avenue and Ruby Street has a reasonably good safety record. For a five year period, from the beginning of 2002 through the end of September 2007, Police records show four accidents at that intersection which may have been prevented by stop signs. However, three of the accidents occurred within a 3-month period, from January 2006 to March 2006, which meets State and City adopted criteria for the installation of stop signs. Staff has studied existing conditions on Vera Avenue at Ruby Street and recommends the installation of stop signs at this intersection. The Council's ad hoc Committee on Traffic Issues (Council members Bain and Aguirre) . has reviewed this report and supports staffs recommendations contained herein. If Council approves the proposed stop signs, installation will not be immediate. Staff must then notify the neighborhood association, take field measurements, prepare a design plan, and arrange for construction of the signs and markings. Installation of the "STOP" legend and limit line pavement markings must occur simultaneously with the installation of the actual stop signs to ensure public safety. Because the pavement must be thoroughly dry to allow a durable installation of these markings, wet weather can delay the work. Staff anticipates this stop sign installation may not be completed until the middle of January, but will expedite installation as weather and workload permit.
