<br />7A <br />measures identified in the Mitigated Negative Declaration, it was determined that all Page 6 <br />identified impacts would be reduced to a less than significant level. <br /> <br />In April 2007, the City Council considered this application and directed several design <br />changes, most significantly the relocation of the project driveway from Horgan Avenue <br />to Woodside Road. To ensure that this revision would not result in any new significant <br />environmental impacts, additional environmental review work was performed by the <br />City's consultants under staff direction, including a new traffic study. The City's <br />environmental consultant, Impact Sciences, prepared an Addendum to the Mitigated <br />Negative Declaration to address these project revisions and the Addendum has been <br />prepared in accordance with CEQA Guidelines Section 15164 and 15162. The <br />Addendum also included letters from public agencies and responses to those letters <br />that were received after the Planning Commission's original action on the Mitigated <br />Negative Declaration in November 2006. The Addendum concludes that the Precise <br />Plan and project as revised will not result in any new impacts and that all impacts <br />identified can be reduced to a less than significant level. The City Council shall consider <br />the original Mitigated Negative Declaration and Addendum when taking actions on the <br />Zoning Map Amendment and revised Precise Plan. Both the Mitigated Negative <br />Declaration and Addendum were provided under separate cover to the City Council and <br />are on file and made available at the Office of the City Clerk. <br /> <br />ALTERNATIVES <br />Do not approve the Zoning Map Amendment or revised Precise Plan. <br /> <br />Approve the Zoning Map Amendment and the revised Precise Plan with additional <br />changes to the Precise Plan. Any amendments made to the Precise Plan would need to <br />be assessed to determine if they fall within the scope of the completed environmental <br />review work, or if additional environmental review would be required. <br /> <br />FISCAL IMPACT <br />The proposed land use approvals will have no direct fiscal impact on the City. All of the <br />costs of the project, including processing the application, will be borne by the developer. <br />The City will receive an indirect fiscal benefit due to the provision of six units of <br />affordable housing in this project.
