This Council hereby finds and declares that the <br /> <br />providing of private tow car services to the City of Redwood City <br /> <br /> <br />is a commercially desirable business for many tow car companies <br /> <br />operating in the City of Redwood City. This Council further <br /> <br />finds that, although the towing of abandoned vehicles is a <br /> <br /> <br />service required on a continuing and priority basis by the City <br /> <br /> <br />of Redwood City, such tow car service is not as commercially <br /> <br />desirable as other types of tow car services required by the <br /> <br /> <br />City. Therefore, this Council hereby declares that all tow car <br /> <br /> <br />companies who furnish tow car services to the City of Redwood <br /> <br />City shall be required to furnish tow car services for abandoned <br /> <br /> <br />vehicles on an equal basis with other types of tow car services <br /> <br /> <br />required by the City; and that those companies who do not respond <br /> <br />to requests for the towing of abandoned vehicles shall not be <br /> <br /> <br />permitted to perform other tow car services for the Redwood City <br /> <br />Police Department. <br /> <br />2. The Chief of Police is' hereby authorized to establish <br /> <br /> <br />guidelines for the implementation and operation of the rotation <br /> <br /> <br />list for the furnishing of tow car services to the Redwood City <br /> <br /> <br />Police Department, in accordance with the intent of this Council <br /> <br />expressed herein. Such guidelines shall establish minimum <br /> <br /> <br />standards for owner and operator responsibility and for equipment <br /> <br />maintenance, and shall require, at a minimum, that all companies <br /> <br /> <br />providing tow car services to the City must carry liability <br /> <br /> <br />insurance in an amount determined reasonable by the Chief, which <br /> <br /> <br />insurance must name the City of Redwood City as additional <br /> <br />insured.
