BILL JONES Uniform Commercial Code ~tatt o{ ~.ati{omia MEMORANDUM December 18,1996 TO: City, County Clerks/Registrars of Voters FROM: Secretary of State, Political Reform Division SUBJECT: New Filing Requirements for Forms 501 and 502, and State Caadidates'~ Statements of Economic Interests Effective January 1, 1997, the Secretary of State assumes the duty of filing officer for two important campaign disclosure statements. The statements are the Form 501 (Candidate Intention Statement), and the Form 502 (Campaign Bank Account Statement). These two forms previously were filed with the Fair Political Practices Commission. After January 1, they must be filed with theSecretary of [~ate~Polificat: Reform Division. The change is the result of legislation sponsored by Secretary of State Bill Jones and enacted by the California State Legislature in 1996. The legislation, Senate~Btl12060 (Chapter 289), will permit candidates to file all key start-up disclosure documents; including the Form 410 (Campaign Committee Staternentof Organization), ioone location. Senate Bill 2060 amends Government Code Sections 85200 and 85201 (the Political Reform Act of 1974). Before a candidate for elective office can solicit or receive contributions, he or she must file the Form 501 (Statement of Intention). Thenthe- candidate must establish a campaign bank account and file the Form 502 disclosing information about the account within 10 days.
