<br />DES:djk 9/8/86 <br /> <br />RES 0 L UTI 0 N <br /> <br />N Q. 1 0 31 7 <br /> <br />RESOLUTION URGING OPPOSITION TO THE ACQUIRED IMMUNE <br />DEFICIENCY SYNDROME ("AIDS") REPORTING INITIATIVE <br />(PROPOSITION 64, NOVEMBER 4, 1986 STATEWIDE ELECTION) <br /> <br />WHEREAS, the so-called "Acquired Immune Deficiency Syndrome <br /> <br />('AIDS') Reporting Initiative", designated Proposition 64 for the <br /> <br />November 4, 1986 statewide election, would require reporting, as <br /> <br />an infectious and contagious disease, not only the existence of <br /> <br />AIDS, but also the carrying of the dormant AIDS virus; and <br /> <br />WHEREAS, reporting of the disease and virus would make AIDS <br /> <br />victims and carriers of the virus subject to the state quarantine <br /> <br />and isolation laws; and <br /> <br />WHEREAS, substantial controversy exists regarding AIDS' <br /> <br />contagion and, certainly, merely exposure to the virus; and <br /> <br />WHEREAS, the effect of Proposition 64 would be to create <br /> <br />fear and divisiveness amongst residents of the State of <br /> <br />California; and <br /> <br />WHEREAS, the subject matter of the initiative is of <br /> <br />municipal concern in that it affects employer-employee relations <br /> <br />of the City and, further, it relates to operation and use of the <br /> <br />extensive medical facilities located in the City of Redwood City; <br /> <br />and <br /> <br />WHEREAS, the initiative touches upon a matter involving the <br /> <br />right to privacy of individuals and, further, is poorly drafted; <br /> <br />NOW, THEREFORE; <br /> <br />10317 <br />
