<br />SWC:sh 4/3/87 <br /> <br />(#19) <br /> <br />ORiGINAL <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />10467 <br /> <br />APR 6 <br /> <br />1987 <br /> <br />RESOLUTION DESIGNATING APRIL 11-18, 1987 AS NATIONAL <br />COMMUNITY DEVELOPMENT WEEK <br /> <br />WHEREAS, the Housing and Community Development Block Grant <br /> <br />Program has operated since 1974 to provide the resources required <br /> <br />to meet the needs of persons of low and moderate income; and <br /> <br />WHEREAS, <br /> <br />Community Development Block Grant funds are <br /> <br />channeled <br /> <br />to <br /> <br />neighborhood-based <br /> <br />non-profit <br /> <br />organizations <br /> <br />throughout Redwood City to address pressing neighborhood and <br /> <br />human service needs; and <br /> <br />WHEREAS, the fiscal policies of the Federal Government for <br /> <br />the last several years have been designed to reduce the Federal <br /> <br />assistance <br /> <br />provided <br /> <br />to <br /> <br />local <br /> <br />governments <br /> <br />and <br /> <br />non-profit <br /> <br />organizations vested with the responsibility of meeting the needs <br /> <br />of persons of low and moderate income; and <br /> <br />WHEREAS, <br /> <br />during <br /> <br />this <br /> <br />time <br /> <br />of <br /> <br />constricted <br /> <br />federal <br /> <br />contribution to the task of meeting the needs of persons of low <br /> <br />and moderate income, the problem of maintaining a decent standard <br /> <br />of living in Redwood City has increased, as evidenced by the <br /> <br />dwindling supply of affordable housing, the massive rise in <br /> <br />homelessness, and the resurfacing of hunger and malnutrition as <br /> <br />measures of widening economic disparity; and <br /> <br />WHEREAS, during this time of Federal withdrawal from <br /> <br />responsibility, the Community Development Block Grant Program has <br /> <br />assumed increasing importance as an instrument for meeting <br /> <br />pressing community problems; and <br /> <br />10467 <br />
