RES 0 L UTI 0 N N O. 10563 co py RESOLUTION OF THE COUNCIL OF REDWOOD CITY ACKNOWLEDGING RECEIPT OF INITIATIVE PETITION PROPOSING CERTAIN AMENDMENT TO THE CHARTER OF THE CITY OF REDWOOD CITY; ACCEPTING CERTIFICATION OF THE CITY CLERK AS TO THE SUFFICIENCY OF SAID PETITION FOR CONSIDERATION BY THIS COUNCIL; ORDERING SUBMISSION THEREOF TO THE ELECTORS OF THE CITY OF REDWOOD CITY AT A SPECIAL MUNICIPAL ELECTION HEREIN CALLED FOR SUCH PURPOSE ON NOVEMBER 3, 1987; AND REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN MATEO TO CONSOLIDATE SAID ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON SAID DATE BE IT RESOLVED BY THE COUNCIL OF REDWOOD CITY, AS FOLLOWS: SECTION 1. The Council of Redwood City does hereby acknowledge receipt of a petition proposing the amendment hereinafter set forth to the Charter of the City of Redwood City

<br />DE!=::djk 7/27/87 <br /> <br />(#20) <br /> <br />strike against the City, said employee shall be dismissed <br /> <br /> <br />from his or her employment and may not be reinstated or <br /> <br /> <br />returned to City employment except as a new employee. No <br /> <br />officer, board, councilor commission shall have the power <br /> <br /> <br />to grant amnesty to any employee charged with engaging in a <br /> <br />strike against the City. <br /> <br />"~ Obligation to Negotiate in Good Faith. The City, <br /> <br /> <br />through its duly authorized representatives, shall negotiate <br /> <br /> <br />in good faith with recognized fire department employee <br /> <br /> <br />organizations on all matters relating to the wages, hours, <br /> <br />and other terms and conditions of City employment, and <br /> <br /> <br />including the establishment of procedures for the resolution <br /> <br /> <br />of grievances concerning the interpretation or application <br /> <br />of any negotiated agreement. Unless and until agreement is <br /> <br /> <br />reached through negotiations between the City and the <br /> <br /> <br />recognized employee organization for the fire department <br /> <br /> <br />employees or a determination is made through the arbitration <br /> <br />procedure hereinafter provided, no existing benefit or <br /> <br />condition of employment for said fire department employees <br /> <br /> <br />shall be eliminated or changed. <br /> <br />"d. Impasse Resolution Procedures. All disputes or <br /> <br /> <br />controversies pertaining to wages, hours, or terms and <br /> <br />conditions of employment which remain unresolved after good <br /> <br /> <br />faith negotiations between the City and the fire department <br /> <br /> <br />employee organization shall be submitted to a three-member <br /> <br />Board of Arbitrators upon the declaration of an impasse by <br /> <br />4 <br />
